Creates the War on Terrorism Veterans Act. Provides that a memorial honoring persons who earned the Southwest Asia Service Medal serving in either Operation Enduring Freedom or Operation Iraqi Freedom may be constructed by a private entity on a portion of the State property in Oak Ridge Cemetery. Effective immediately.
Amends the Criminal Code of 1961. Makes a technical change in a Section concerning financial exploitation of an elderly person.
Amends the Burn Injury Reporting Act. Repeals a Section of the Act that would have repealed the Act on January 1, 2009. Effective immediately.

Creates the Genetic and Metabolic Diseases Advisory Committee Act. Provides that the Director of Public Health shall create the Genetic and Metabolic Diseases Advisory Committee to advise the Department of Public Health regarding issues relevant to newborn screenings of metabolic diseases. Amends the State Finance Act to exempt the Metabolic Screening and Treatment Fund from transfers made by the Governor to the General Revenue Fund. Amends the Phenylketonuria Testing Act. Provides that beginning July 1, 2008, the Department of Public Health shall provide all newborns with expanded screening tests for the presence of Lysosomal Storage Disorders known as Krabbe, Pompe, Gaucher, Fabry, and Niemann-Pick. Effective immediately.
Amends the Methamphetamine Precursor Control Act. Provides that a person who uses a false, unlawfully altered, fictitious, or fraudulent driver's license or other government-issued identification to purchase any targeted methamphetamine precursor is guilty of a Class 4 felony.
