Amends the Illinois Youthbuild Act. Provides that the Secretary of Human Services shall, subject to appropriation, make grants to applicants for the purpose of carrying out Youthbuild programs (now, the Secretary is authorized to make grants). Provides that youths in foster care, youth offenders, youths with disabilities, children of incarcerated parents, and migrant youth are eligible to participate in Youthbuild programs. Makes other changes. Effective immediately.

Amends the Illinois Act on the Aging. Adds medication management to a program of services that the Department on Aging shall establish to prevent unnecessary institutionalization of persons age 60 and older in need of long term care. Provides that the Department shall establish a program to assist persons 60 years of age or older in managing their medications through agreements with local case coordination units. Requires the Department to establish guidelines and standards for the program by rule. Defines "licensed health care professional". Provides guidelines for the program. Effective immediately.

Amends the Unified Code of Corrections. Provides that an offender placed on supervision, probation, or mandatory supervised release for an offense committed on or after the effective date of the amendatory Act that would qualify the accused as a child sex offender shall, as a condition of that supervision, probation, or mandatory supervised release, refrain from communicating with or contacting, by means of the Internet, a person who is not related to the accused and whom the accused reasonably believes to be under 18 years of age.

Amends the Airport Authorities Act. Creates the Greater Metropolitan Airport Authority. Provides that the territory of the Authority shall be coterminous with the boundaries of Peoria County. Provides that the existing airport authority located within Peoria County is dissolved, and the Greater Metropolitan Airport Authority shall assume the rights to all property, assets, and liabilities of the dissolved authority. Provides for the appointment of the board members of the Greater Metropolitan Airport Authority.

Amends the Criminal Code of 1961. Exempts from an eavesdropping violation, an electronic recording, including but not limited to, a motion picture, videotape, digital, or other visual or audio recording, made of the interior of a school bus while the school bus is being used in the transportation of students to and from school and school-sponsored activities, when the school board has adopted a policy authorizing such recording, notice of such recording policy is included in student handbooks and other documents including the policies of the school, notice of the policy regarding recording is provided to parents of students, and notice of such recording is clearly posted on the door of and inside the school bus. Effective immediately.

Amends the Public Officer Simultaneous Tenure Act. Makes a technical change in a Section concerning the purpose of the Act.

Amends the Liquor Control Act of 1934. Adds a Section heading to a provision setting restrictions on the transfer, possession, and consumption of alcoholic liquor and divides the provision into subsections. Amends the Illinois Vehicle Code. Provides that provisions relating to driving under the influence of alcohol, drugs, or intoxicating compounds also apply to persons driving under the influence of methamphetamine. Provides that, following a statutory summary alcohol-, drug-, or intoxicating compound-related suspension, full driving privileges shall be restored unless the person is otherwise suspended, revoked, or cancelled (rather than otherwise disqualified) under the Code. Provides that, for computing the dates of offenses committed for purposes of making an application for a license after the license has been revoked or for determining penalties for driving while under the influence of alcohol, other drug or drugs, intoxicating compound or compounds or any combination thereof, the similar offenses committed on a military installation shall be considered. Provides that the person's driving privileges (rather than full driving privileges) may not be restored until all applicable reinstatement fees have been paid.

Amends the Public Utilities Act. Authorizes municipalities and counties to aggregate customers for the purchase of electricity. Provides for approval of aggregation by the voters. Requires the Illinois Commerce Commission to review aggregation plans.

Amends the Criminal Code of 1961. Provides that aggravated assault committed by the discharge of a firearm from a motor vehicle is a Class 3 (rather than a Class 4) felony. Effective immediately.

Amends the Wildlife Code. Extends the daily period for deer hunting to 1/2 hour after sunset (now at sunset). Effective immediately.
