CRIM ID-EXPUNGEMENT&SEAL FEE

Amends the Criminal Identification Act. Provides that notwithstanding any provision of the Clerks of Courts Act to the contrary, the clerk may charge a fee equivalent to the cost associated with the sealing or expungement of records by the clerk. Provides that from the total filing fee collected for the Petition to seal or expunge, the clerk shall deposit $10 into the Circuit Court Clerk Operation and Administrative Fund, to be used to offset the costs incurred by the Circuit Court Clerk in performing the additional duties required to serve the Petition to Seal or Expunge on all parties. Provides that the clerk shall also charge a filing fee equivalent to the cost of sealing or expunging the record by the Department of State Police. Provides that the clerk shall collect and forward the Department of State Police portion of the fee to the Department and it shall be deposited in the State Police Services Fund.

PRIVATE SEWAGE-LOCAL GOV REG

Amends the Private Sewage Disposal Licensing Act. Permits a unit of local government to require homeowners who maintain a private sewage disposal system within the unit of local government to provide verification, no more frequently than once every 3 years, to the unit of local government of a valid contract with a licensed private sewage disposal system installation contractor. Provides that no additional fee may be charged for such verification. Effective immediately.

ETHICS-COMM COLLEGES-LOCAL GOV

Amends the State Officials and Employees Ethics Act. Classifies community college districts as units of local government that must adopt resolutions regulating the political activities and the solicitation and acceptance of gifts by their officials and employees (now, classified as State agencies subject to the entire Act's regulation and enforcement by the Executive Ethics Commission and the Governor's Executive Inspector General). Effective immediately.

MOBILE HOME PARK FIRE SAFETY

Amends the Mobile Home Park Act. Provides that the agreement required in the case of a mobile home park that does not have a private water supply system and hydrants must be signed and dated by the owner of the mobile home park or his or her representative and by the local fire chief or his or her representative and must be submitted with each application for an original license or license renewal application under the Act. Provides that a mobile home park constructed after January 1, 1998 must be located in an area protected by a fire department or fire protection district and provided with fire hydrants within 500 feet of any structure in the mobile home park. Provides that as an alternative to fire hydrants, a holding pond or other source of water of 100,000 gallons or more accessible to the fire department or fire protection district may be used, if the fire department or fire protection district is capable of pumping from the body of water. Provides minimum standards for water main size and for system pressure. Eliminates a provision that a mobile home park constructed before 1998 is not required to install new water supply systems or hydrants for fire safety purposes.
