Amends the Public Utilities Act. Requires an electric utility to procure or obtain renewable energy resources in amounts equal to provided quantities. Requires an electric utility to report to the Illinois Commerce Commission regarding compliance with renewable energy resource standards by April 1 of each year beginning in 2008. Provides penalties for an electric utility that fails to procure or obtain the full amount of renewable energy resources as required by specified provisions. Provides that the Commission shall adopt rules as necessary within 12 months after the effective date of the amendatory Act to assist in implementing methods of procurement, accounting, tracking, and reporting in order to achieve the stated objectives. Provides that electric utilities may enter into long-term contracts of up to 20 years with providers of renewable energy resources. Provides that the provisions shall not prohibit an electric utility from issuing a competitive solicitation for renewable energy resources in order to meet the required standards. Effective immediately.

Amends the Illinois Municipal Code. Makes a technical change in a Section concerning annexation of unincorporated territory.
Amends the Illinois Insurance Code. Raises the maximum age of a dependent child that a policy of accident and health insurance may insure, originally or by subsequent amendment, upon the application of an adult member of a family who shall be deemed the policyholder, from 19 to 24. Provides that if the limiting age under the policy is less than 25 years of age, then the insurer shall, upon application of the dependent child, provide coverage after that specific age, until the dependent child is 25 years of age.
Amends the Counties Code. Provides that the county board of any county may impose a special county retailers' occupation tax for public facility purposes. Provides that the tax must be approved by referendum. Defines "public facility purposes". Effective immediately.
Amends the Public Utilities Act. Makes a technical change in a Section concerning tax credits related to qualified solid waste energy facilities.
Amends the Illinois Public Aid Code. Provides that within 90 days after the effective date of this amendatory Act, the Illinois Department of Healthcare and Family Services shall seek federal approval to amend the State Medicaid Plan to disregard applicant income up to 115% of the Federal Poverty Level in applying the income eligibility requirements for the Qualified Medicare Beneficiary, Special Low Income Beneficiary, and Qualified Individual programs. Effective immediately.

Amends the Illinois Insurance Code. Deletes a provision providing that no vehicle protection product sold or offered for sale in this State shall be subject to the provisions of the Code. Provides that vehicle protection products, the warrantors of such products, and related vehicle protection product sellers and warranty administrators complying with the provision are not required to comply with and are not subject to any other provision of the Code, except that such parties shall be deemed to be engaged in an insurance business subject to the Insurance Code for purposes of rehabilitation, liquidation, conservation, or dissolution by the Director pursuant to Article XIII of the Code. Amends the Service Contract Act. Provides that service contract providers and related service contract sellers and administrators complying with the Act are not required to comply with and are not subject to any provision of the Insurance Code, except that such parties shall be deemed to be engaged in an insurance business subject to the Code for purposes of rehabilitation, liquidation, conservation, or dissolution by the Director of Insurance pursuant to Article XIII of the Code. Provides that if a service contract provider engages in a pattern or practice of conduct that violates the Act and that the Director reasonably believes threatens to render the service contract provider insolvent or cause irreparable loss or injury to the property or business of any person or company located in this State, the Director may report the case to the Attorney General for proceedings in accordance with Article XIII of the Code. Makes other changes. Effective immediately.
