Amends the Railroad Police Act. Requires allegations of abuse of authority or misconduct by members of a railroad police force to be investigated by the Illinois State Police.
Amends the Illinois Estate and Generation-Skipping Transfer Tax Act. Provides that the State Treasurer may waive penalties imposed against a county treasurer for late payment under the Act on a case-by-case basis if the State Treasurer finds that imposing penalties would be unreasonable or unnecessarily burdensome because the delay in payment was due to an incident caused by the operation of an extraordinary force, including, but not limited to, the occurrence of a natural disaster, that cannot be foreseen, that cannot be avoided by the exercise of due care, and for which no person can be held liable. Effective immediately.
Amends the Abandoned Newborn Infant Protection Act. Provides that the information packet given to a relinquishing parent in accordance with the Act shall not exceed 5 pages and shall include, in addition to other required information, a one-page brochure (self-mailer) that describes the Safe Haven Law; a one-page brochure (self-mailer) that describes the Illinois Adoption Registry; and a one-page brochure describing health information for the mother and how she can get medical care if she needs it. Requires the information packet to be designed in coordination between the Office of Vital Records and the Department of Children and Family Services. Requires the Office of Vital Records to continue to maintain and distribute the information packet, and to hold on file all foundling records of relinquished newborns. Effective immediately.
Amends the Illinois Municipal Code. Provides that if the estimate of the cost for a local improvement exceeds $1,000,000 (now, $200,000), exclusive of the amount to be paid for land to be taken or damaged, the proposed ordinance pertaining to the local improvement shall be (i) published in accordance with the usual procedure or (ii) posted on the municipality's Internet website at least 10 days before the corporate authorities of the municipality take any action on the ordinance. Effective immediately.
Creates the Illinois Holocaust and Genocide Commission Act. Provides for the appointment of members by the Governor and for ex officio members. Authorizes the Commission to provide advice concerning education, memorials, events, and other matters. Provides for funding and coordination through the Illinois State Museum and Department of Natural Resources. Repeals the Act on January 1, 2021.
Amends the New Markets Development Program Act. Increases the annual cap on credits from $10,000,000 to $40,000,000. Effective July 1, 2010.
Mourns the death of Patricia J. Hidden of Norwood.
Urges the Illinois Department of Agriculture to implement an internet-based geographic information system in order to help identify sensitive crops, foster meaningful communication between specialty growers and pesticide applicators, lessen the likelihood of pesticide drift in the agricultural community, and protect the interests of all parties involved in production agriculture.
Declares April 28, 2010 as Workers' Memorial Day in the State of Illinois.
Mourns the death of Ruth Kramer of Baltimore, Maryland.
