Amends the Illinois Pesticide Act. Makes a technical change in a Section concerning the short title.

Amends the Illinois Insurance Code. Makes a technical change in a Section concerning property and casualty insurers.

Creates the Mold Remediation Employee Notification Act. Contains only a short title provision.

Amends the State Employee Article of the Illinois Pension Code. Provides the alternative formula for bridge tenders employed by the Department of Transportation. Exempts the changes from new benefit increase provisions. Effective immediately.

Amends the Counties Code. Makes a technical change in a Section concerning state's attorney salaries.

Appropriates $2,000,000 from the General Revenue Fund to the Department of Commerce and Economic Opportunity for a grant to the Illinois Manufacturing Extension Center. Effective immediately.

Amends the Downstate Police and Illinois Municipal Retirement Fund (IMRF) Articles of the Illinois Pension Code. Allows participants of a downstate police pension fund to transfer up to 10 years of creditable service to the IMRF and allows participants of IMRF to transfer up to 10 years of creditable service to the a downstate police pension fund. Requires the participant to either pay the difference in contributions or have the creditable service reduced accordingly. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

Amends the Mental Health and Developmental Disabilities Administrative Act and the Illinois Public Aid Code. Provides that the Department of Human Services shall establish payment rates providing equal pay by July 1, 2016 for direct care workers in all programs serving individuals with developmental disabilities, including but not limited to intermediate care facilities for the developmentally disabled, services provided under the Illinois Home and Community Based Services Medicaid Waivers for adults and children with developmental disabilities, and other programs for individuals with developmental disabilities supported by State funds or by funding under Title XIX of the Social Security Act. Provides that wage rates at specified percentages of the target shall be in effect in years before 2016.

Amends the State Finance Act. Eliminates the Wireless Carrier Reimbursement Fund. Amends the Wireless Emergency Telephone Safety Act. Provides that, on and after the effective date of this Act, the entire wireless carrier surcharge must be deposited into the Wireless Service Emergency Fund (now, $0.1475 of the $0.73 surcharge is deposited into the Wireless Carrier Reimbursement Fund and the other $0.5825 is deposited into the Wireless Service Emergency Fund). Requires the Illinois Commerce Commission, on the effective date of the amendatory Act or as soon as is practical thereafter, to calculate the amount remaining in the Wireless Carrier Reimbursement Fund and to forward that information to the State Treasurer and State Comptroller. Requires the State Comptroller to order transferred and the State Treasurer to transfer the amount remaining in the Wireless Carrier Reimbursement Fund into the Wireless Service Emergency Fund. Repeals provisions concerning the use of moneys deposited into the Wireless Carrier Reimbursement Fund. Effective July 1, 2010.
