Amends the Driver Education Act of the School Code. Requires a driver education course to provide at least 30 minutes of classroom instruction relating to organ, tissue, and blood donation and organ, tissue, and blood donation procedures. Prohibits a student from being required to participate in this instruction if his or her parent or guardian objects. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

Amends the State Commemorative Dates Act. Designates the third Saturday in June of each year as Juneteenth National Freedom Day to commemorate the abolition of slavery throughout the United States and its territories in 1865. Effective immediately.

Amends the Deposit of State Moneys Act, the Public Funds Investment Act, and the Illinois Pension Code to prohibit investment in corporations formerly incorporated in the United States that have incorporated in a foreign country to avoid taxes. Amends the Criminal Code of 1961 to establish penalties for misconduct by a corporate official and fraud in insolvency and to create the Corporate Crime Fund, a special fund in the State treasury, to be used to provide restitution to victims of commercial bribery. Increases the penalties for commercial bribery.

Amends the Department of Commerce and Community Affairs Law of the Civil Administrative Code of Illinois. Allows the Department of Commerce and Community Affairs to establish, with the advice of members of the business community, a family-friendly workplace initiative. States that the Department may develop a program to annually collect information regarding the State's private or public eligible employers with 50 or fewer employees and private or public eligible employers with 51 or more employees in the State providing the most family-friendly benefits to their employees. Provides that the employers may be recognized with annual "family-friendly workplace" awards and a Statewide information and advertising campaign publicizing the employers' awards, their contributions to family-friendly child care, and the methods they used to improve the dependent care experiences of their employees' families. Effective immediately.

Amends the Illinois Insurance Code and the Health Maintenance Organization Act in relation to continuation of benefits. Limits the continuation privilege for spouses and children of retired employees to spouses and children of retired employees who have attained the age of 65. Provides for notice of death or entry of a judgment of dissolution to be given to the employer or insurer rather than both. Requires an employer to give notice of death or dissolution to the insurer. Provides for coverage for certain dependents. Requires group policies to provide a continuation privilege for covered dependents of a deceased employee. Authorizes a continuation privilege for employees whose work hours have been reduced.

Amends the Vital Records Act. Provides that the medical certification of cause of death shall expressly provide an opportunity for the person completing the certification to indicate that the death was caused in whole or in part by a dementia-related disease, Parkinson's Disease, or Parkinson-Dementia Complex. Effective immediately.

Amends the Illinois Public Labor Relations Act and the Illinois Educational Labor Relations Act. Provides that the Illinois Labor Relations Board or the Illinois Educational Labor Relations Board shall: designate a representative for purposes of collective bargaining when the representative demonstrates a showing of majority interest by employees in a unit; ascertain the employees' choice of employee organization in the case of a dispute on the basis of dues deduction authorization and other evidence, or, if necessary, by conducting an election; conduct an election if the dues deduction authorizations and other evidence are fraudulent or were obtained through coercion; and investigate and consider a party's allegations that the dues deduction authorizations and other evidence submitted in support of a designation of representative without an election were subsequently changed, altered, withdrawn, or withheld as a result of fraud, coercion, or unfair labor practice by the employer and designate the representative without conducting an election if it determines that a representative would have had a majority interest but for the employer's fraud, coercion, or unfair labor practice. Effective immediately.

Amends the State Employee Indemnification Act. Makes technical changes in a Section concerning reimbursements to former State employees.

Amends the Illinois Violence Prevention Act of 1995. Makes a technical change in the purpose Section.

Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that any waiver by a consumer of the Protections in the Act is deemed contrary to public policy and is void and unenforceable.
