INS CD-ABUSE DETERRENT OPIOIDS

Amends the Illinois Insurance Code, the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Health Maintenance Organization Act, the Limited Health Service Organization Act, the Voluntary Health Services Plans Act, and the Illinois Public Aid Code. Provides that government programs and accident and health insurance policies providing coverage for prescription drugs shall provide coverage for abuse-deterrent opioid analgesic drugs as preferred drugs on their formulary, preferred drug list, or other lists of similar construct. Prohibits cost sharing for abuse-deterrent opioid analgesic drugs that exceeds the lowest cost sharing level applied to prescription drugs. Prohibits insurers from requiring require that a covered individual first use an opioid analgesic drug product without abuse-deterrence labeling claims before providing coverage for an abuse-deterrent opioid analgesic product. Provides that any prior authorization requirements or other utilization review measures for opioid analgesic drug products, and any service denials made under those, shall not require first use of non-abuse-deterrent opioid analgesic drug products in order to access opioid analgesic drug products with abuse-deterrent properties.

LETHAL VIOLENCE ORD PROTECT

Creates the Lethal Violence Order of Protection Act. Provides that a petitioner may request an emergency lethal violence order of protection by filing an affidavit or verified pleading alleging that the respondent poses an immediate and present danger of causing personal injury to himself, herself, or another by having in his or her custody or control, owning, purchasing, possessing, or receiving a firearm. Provides that the petition shall also describe the type, and location of any firearm or firearms presently believed by the petitioner to be possessed or controlled by the respondent. Provides that the petitioner may be a family member of the respondent or a law enforcement officer, who files a petition alleging that the respondent poses a danger of causing personal injury to himself, herself, or another by having in his or her custody or control, owning, purchasing, possessing, or receiving a firearm. Establishes factors that the court must consider before issuing a lethal violence order of protection. Provides for the issuance of ex parte orders and one year orders. Provides that if the court issues the order the respondent must: (1) refrain from having in his or her custody or control, owning, purchasing, possessing, or receiving additional firearms for the duration of the order; and (2) turn over to the local law enforcement agency any firearm, Firearm Owner's Identification Card, or concealed carry license in his or her possession. Establishes factors for renewing and terminating lethal violence orders of protection. Amends the Firearm Owners Identification Card Act and the Firearm Concealed Carry Act to make conforming changes.

PHARMACY-DRUG SUBSTITUTION

Amends the Pharmacy Practice Act. Provides that pharmacists may not interchange an atypical anti-psychotic drug or targeted immune modulator without notification and documented consent by the prescribing practitioner and the patient or patient's parent, legal guardian, or spouse. Provides that if the pharmacist does substitute a drug, then the pharmacist shall provide written notice to the patient no later than the time the prescription is dispensed. Provides that these provisions shall not be construed to prohibit generic drug substitution as provided for in the Pharmacy Practice Act. Effective immediately.

$STATE TREASURER

Makes appropriations for the operational expenses of the Office of the State Treasurer. Makes further appropriations for: banking services; refunds of protested tax interest; bond payments; arbitrage rebate payments; and grants to public and private entities. Effective July 1, 2015.

INC TX-PROP TX CREDIT

Amends the Illinois Income Tax Act. Increases the amount of the tax credit for residential real property taxes from 5% to 10% of real property taxes paid by the taxpayer during the taxable year on the principal residence of the taxpayer. Provides that the credit is exempt from the Act's automatic sunset provision. Effective immediately.

FINANCE ACT TRANSFER AUTHORITY

Amends the State Finance Act. Provides that no transfers may be made from the General Revenue Fund to certain special funds without additional express authority granted on or after the effective date of this amendatory Act. Provides that the purpose of the amendatory Act is to evaluate spending from the General Revenue Fund for Fiscal Year 2016, in order to determine the impact that transfers to certain Funds supported by set statutory formulas have on the cash flow of the State throughout the course of the State's fiscal year. Provides that beginning on July 1, 2019, all outstanding liabilities, not payable during the 4-month lapse period, are limited to only those claims that have been incurred but for which a proper bill or invoice as defined by the State Prompt Payment Act has been received by September 30th following the end of the fiscal year in which the service was rendered. Effective immediately.

AIRPORT NOISE LEVEL MONITORING

Amends the Permanent Noise Monitoring Act. Deletes the definition of "Ldn". Defines "Community noise equivalent level" or "CNEL", "hourly noise level", "noise exposure level", "noise level", and "sound pressure level". Requires permanent noise monitoring reports to include noise contour maps showing the 65 CNEL, 70 CNEL, and 75 CNEL zones (instead of "65 Ldn, 70 Ldn and 75 Ldn zones") around the airport. Makes corresponding changes.

Amends the Northern Illinois University Law. Provides that meetings of the Board of Trustees shall be held at least once each quarter on the campus of Northern Illinois University at DeKalb, Illinois or on any other University-owned campus (instead of University-owned property) located in this State.
