Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Illinois Insurance Code, the Health Maintenance Organization Act, the Voluntary Health Services Plans Act, and the Public Aid Code to provide coverage for diagnostic testing for cardiovascular disease if the diagnostic testing is ordered by a physician licensed pursuant to the Medical Practice Act of 1987. Effective immediately.

Amends the Election Code. Extends the "incapacitated voter" provisions to residents of State-operated and federally-operated veterans' homes, hospitals, and facilities located in Illinois in order to qualify for absentee ballots in multiple elections and to require that absentee voting be conducted at the homes, hospitals, and facilities.
Amends the Technology Development Act. Authorizes the State Treasurer to segregate up to 3% of the Treasurer's investment portfolio in the Technology Development Account IIa. Authorizes investments from the account to provide venture capital to help attract, assist, and retain quality technology businesses in Illinois. Provides that the Treasurer may solicit proposals from entities to manage and be the General Partner of Technology Development Account IIb, a separate fund consisting of investments from private sector investors that must invest, at the direction of the Treasurer, in tandem with TDA IIa. Sets restrictions and conditions. Effective immediately.
Amends the Park District Aquarium and Museum Act. Provides that any aquarium or museum shall be open to persons who reside in this State (now, the public) without charge for a period equivalent to 52 days.
Amends the School Code. Makes a technical change in a Section concerning the School Code's construction.
Amends the Liquor Control Act of 1934. Makes a technical change in a Section concerning the short title.
Urges each State agency to review its methods of disseminating information to the public about State services and to implement more efficient practices of providing that information where possible.
Mourns the death of Reginald Lindell Hanks of Bolingbrook.
