Amends the Department of Professional Regulation Law of the Civil Administrative Code of Illinois. In provisions concerning implicit bias awareness training, provides that, on and after January 1, 2027, a course covering the topics of perimenopause and menopause may count toward the requirement that a health care professional who has continuing education requirements complete at least a one-hour course in training on implicit bias awareness per renewal period. Defines "menopause" and "perimenopause". Effective January 1, 2027.

Amends the Job Opportunities for Qualified Applicants Act. Provides that, unless driving is an essential job function or is related to a legitimate business purpose for a position, an employer or employment agency shall not: (1) refuse to hire, segregate, or act with respect to recruitment, hiring, promotion, renewal of employment, selection for training or apprenticeship, discharge, discipline, tenure or terms, or privileges or conditions of employment on the basis of an applicant or employee not possessing a driver's license; or (2) include a statement in a posting for a job opening for the position that an applicant must have a valid driver's license. Defines "driver's license". Effective January 1, 2027.

Amends the Other Social Services Article of the Illinois Public Aid Code. Permits townships to use moneys received and collected for public aid to provide funds and administer programs for providing in-kind aid in meeting basic maintenance requirements, including, but not limited to, food banks, food pantries, food, and other specified items to persons who are poor, indigent, homeless, or in need of immediate assistance, regardless of eligibility (rather than to persons eligible for General Assistance under the Code).

Amends the County Shelter Care and Detention Home Act, the Illinois Local Library Act, the Public Library District Act of 1991, the Village Library Act, the Libraries in Parks Act, the Assisted Living and Shared Housing Act, the Nursing Home Care Act, the Child Care Act of 1969, the Illinois Public Aid Code, the Unified Code of Corrections, and the Probation and Probation Officers Act to require the placement of contact information for the 9-8-8 National Suicide Prevention Lifeline. Amends the School Code. With respect to the comprehensive health education program, provides that a school board shall require each public school serving students in any of grades 6 through 12 to assess courses and seminars available to those students through their regular academic experiences and implement age-appropriate, evidence-based suicide prevention curricula if opportunities for integration exist. Further amends the Unified Code of Corrections. In provisions concerning an inmate's successful transition to the community, provides that release planning shall include access to suicide prevention resources.

Amends the Equitable Restrooms Act. Provides that the owner or operator of each State-owned building and the owner or operator of each public building (rather than only the owner or operator of each State-owned building) shall (1) ensure that one or more of the public restrooms is designated as an adult changing station, with certain requirements, (2) maintain, repair, and replace each adult changing table as necessary, (3) clean each adult changing station with the same frequency as the other public restrooms, and (4) provide sufficient floor space to comply with the Americans with Disabilities Act. Provides that the owner or operator of each State-owned building and the owner or operator of each public building (rather than only the owner or operator of each State-owned building) shall ensure that the entrance to each restroom has conspicuous signage and that the central directory for the building, if it exists, indicates the location. Provides that any public building or State-owned building that is constructed on or after January 1, 2029, and any public building or State-owned building with an estimated renovation cost of at least $10,000 that requires the issuance of a building permit for the renovation and that is renovated on or after January 1, 2031, must contain and provide access to not less than one powered, height adjustable, adult changing table, installed per the manufacturer's recommendations, in a single occupancy restroom that is universal to gender and available to the public. Adds and changes definitions.

Amends the Illinois State Auditing Act. Provides that, as soon as practical after the effective date of the amendatory Act, the Auditor General shall conduct a comprehensive investigation of how 340B covered entities within Illinois participate in the 340B Drug Discount Program. Provides that the investigation shall examine the impact of this participation by 340B covered entities on State health programs, such as Medicaid and the State Employees Group Insurance Program, and shall include the specified assessments. Requires the Auditor General to make recommendations to the General Assembly based on the findings from the investigation.

Amends the Courses of Study Article of the School Code. Provides that, as a prerequisite to receiving a high school diploma, each pupil entering the 9th grade beginning with the 2028-2029 school year must successfully complete either 2 years of foreign language courses or at least 2 years of career-focused coursework that has been authorized by the State Board of Education as meeting the requirements for a College and Career Pathway Endorsement under the Postsecondary and Workforce Readiness Act (rather than requiring the successful completion of 2 years of foreign language courses). Amends various Acts relating to the governance of public universities in Illinois. Provides that a public university may not require State public high school graduates, as a condition of acceptance, to have completed any years of foreign language courses unless the university permits, as an alternative to completion of a foreign language course, attainment of a College and Career Pathway Endorsement under the Postsecondary and Workforce Readiness Act. Effective immediately.

Amends the Department of Professional Regulation Law of the Civil Administrative Code of Illinois. Defines "reportable misconduct" as specified sexual and violent misconduct. Requires health professionals and health institutions to report reportable misconduct to the Department of Financial and Professional Regulation. Sets forth provisions concerning time lines for reporting, contents of the report, and confidentiality. Permits the Department to adopt rules to implement, administer, and enforce the reporting requirements, including, but not limited to, rules that define terms and are necessary and appropriate to interpret and implement provisions concerning health professionals and health institutions. Provides that a law enforcement agency shall make a report to the Department within 30 days after opening an investigation into, making an arrest of, or bringing charges of a felony or Class A misdemeanor violation against a person who is licensed or registered by the Department. Provides that the State's Attorney shall report to the Department within 5 days after the conviction for a felony or Class A misdemeanor of a person who is licensed or registered by the Department. Amends the Hospital Licensing Act. Adds reporting requirements for specified serious incidents or events. Creates the Sexual Assault Survivors Fund. Makes changes in provisions concerning the posting of information; reports to the Department; penalties for failure to comply with the Act; and patient protection from abuse. Amends the State Finance Act to make a conforming change. Amends the Illinois Adverse Health Care Events Reporting Law of 2005. Makes changes in provisions concerning the establishment of a reporting system. Amends various Acts pertaining to health professionals and health institutions. Adds the failure to report reportable misconduct to the causes that allow the Department to take disciplinary or non-disciplinary action as deemed appropriate by the Department with regard to a license. Makes conforming and other changes.

Amends the Interscholastic Athletic Organization Act. Provides that an association or other entity that has as one of its purposes promoting, sponsoring, regulating, or in any manner providing for interscholastic athletics or any form of athletic competition among schools and students within this State shall require all school coaches to obtain and maintain certification in cardiopulmonary resuscitation (CPR), first aid, and the use of an automatic external defibrillator (AED). Requires certification in CPR and AED use to be consistent with national, evidence-based, emergency cardiovascular care guidelines. Amends the School Safety Drill Act. Provides that a cardiac emergency response plan shall include (i) establishing a cardiac emergency response team that is certified in cardiopulmonary resuscitation and the use of an automated external defibrillator and (ii) the use of annual cardiac response drills to practice the steps established in the cardiac emergency response plan, in partnership with local emergency medical services. Makes other changes concerning the plan.

Amends the State Officials and Employees Ethics Act. Provides that the appointing authorities of the Legislative Ethics Commission shall (rather than may) appoint at least one commissioner from the general public. Allows the Legislative Inspector General to issue subpoenas without the advance approval of the Commission. Provides that within 60 days after the Legislative Ethics Commission's receipt of a summary report and response from the ultimate jurisdictional authority or agency head regarding a potential violation of this Act or potential wrongful acts within the jurisdiction of the Legislative Inspector General, the Legislative Inspector General (rather than the Commission) shall make available to the public the report and response or a redacted version of the report and response. Provides that the Legislative Inspector General (rather than the Commission) may make available to the public any other summary report and response of the ultimate jurisdictional authority or agency head or a redacted version of the report and response without prior approval from the Commission. Provides that the Commission shall adopt no rule requiring the Legislative Inspector General to seek the Commission's advance approval before publishing summary reports. Provides for the redaction of summary reports by the Legislative Inspector General and related requirements. Makes conforming and other changes.
