Amends the Illinois Lottery Law. Prohibits a person from selling a lottery ticket or share on a credit basis. Amends the Illinois Gambling Act. Provides that an automated teller machine (ATM) located within a casino shall not be able to perform cash advances on credit cards. Prohibits a person from using a credit card to participate in a gambling game.
Amends the School Code. Requires, beginning with the 2029-2030 school year, for a pupil entering grade 9 to complete one semester of a stand-alone financial literacy course as a prerequisite to receiving a high school diploma, to be taken in grade 11 or 12. Requires the State Board of Education to establish a Financial Literacy Implementation Committee no later than June 30, 2027 to make recommendations to the State Superintendent of Education concerning the implementation of a stand-alone financial literacy course. Makes conforming and other changes. Effective immediately.
Creates the Illinois Kratom Consumer Protection Act. Prohibits preparing, distributing, selling, or offering for sale kratom products intended for ingestion if they meet certain specifications, with a civil penalty of $5,000 for a first violation, $10,000 for a second or subsequent violation, and a 2-year ban on distributing or selling a kratom product for a third violation. Requires labeling of retail packages containing kratom products, preparing, distributing, selling, or offering for sale kratom products intended for ingestion if they meet certain specifications. Prohibits selling kratom products to a person under 21 years of age, with a Class B or Class A misdemeanor for a knowing and willful violation. Prohibits manufacturing, delivering, holding, offering for sale, distributing, or selling a product that contains kratom and a controlled substance, with a Class 4 felony for knowing and willful violation. Prohibits manufacturing, delivering, holding, offering for sale, distributing, or selling a product that contains a synthetically derived compound of the plant Mitragyna speciosa, with a Class B misdemeanor for knowing and willful violation. Provides an affirmative defense for a retailer for reliance upon the representations of a manufacturer, processor, packer, or distributor of food represented to be a kratom product. Requires the Department of Revenue to adopt rules to implement and administer the Act. Limits home rule powers and functions. Defines terms. Repeals the Kratom Control Act. Effective January 1, 2027.
Amends the Charter Schools Law of the School Code. Provides that the principal metric a school board shall consider for a charter renewal must be academic achievement. Provides that the school board shall grant a renewal term of no fewer than 5 years if the charter's average annual summative designation over the term of the charter is in the top 3 summative designations on the State report card. Provides that nothing in these provisions limits an authorizer's authority to impose conditions or corrective actions as required by law, but the renewal term for a charter school meeting a school board's academic criteria may not be fewer than 5 years.
Creates the Commission on Strengthening Fathers and Families Act. Provides that the purpose of the Act is to promote the recognition of the importance of the participation of both parents in the lives of their children. Creates the Strengthening Fathers and Families Initiative (Initiative) with the goal of increasing the awareness of the problems created when a child grows up without the presence and support of a caring and loving father, identifying strategies that are successful in overcoming identified obstacles that discourage the active engagement of fathers, and other specified goals. Requires the Initiative to also promote positive interactions between fathers and their children, while promoting positive interactions between fathers and the mothers of their children. Creates the Commission on Strengthening Fathers and Families to carry out the purposes, goals, and initiatives of the Act. Contains provisions on the Commission's membership, goals, and duties, including, but not limited to, (i) developing a comprehensive plan that promotes the positive involvement and engagement of fathers and that advances family strengthening strategies, (ii) evaluating State programs, governmental policies, and community initiatives related to fatherhood and family strengthening, (iii) making recommendations to the Governor, the Deputy Governor of Health and Human Services, and the General Assembly, (iv) developing criteria for grants to fatherhood and family strengthening projects, and (v) receiving grants, contributions, and other funds for projects and activities related to advancing father involvement and engagement, and family strengthening. Provides that the Department of Human Services shall provide staffing support to the Commission. Creates the Fatherhood and Family Strengthening Fund to hold grants, contributions, and other funds received by the Commission to be expended for the purposes of the Act. Amends the State Finance Act to add the Fatherhood and Family Strengthening Fund to the list of State funds.
Amends the Sports Wagering Act. Defines "sports wagering". Provides restrictions on pool sports wagering. Provides that the Illinois Gaming Board may issue master sports wagering licenses to persons to conduct sports wagering over the Internet or by mobile applications. Provides that applicants shall pay the Board a nonrefundable $250,000 application fee for a master sports wagering license. Provides that the initial fee for a master sports wagering license for an online sports wagering operator is $15,000,000. Provides that the master sports wagering license is valid for 4 years. Sets forth a $1,000,000 license renewal fee and a privilege tax on the fantasy contest operator licensee's adjusted gross fantasy contest receipts based on specified rates. In a provision concerning voluntary self-exclusion programs for sports wagering, includes fantasy contests. Allows the Board to regulate the conduct of fantasy contest operators under the Act. Creates provisions concerning fantasy contests and legislative intent; definitions; board powers; licensure; conduct of contests; duties of licensees; audits and recordkeeping; and responsible gaming. Amends the Criminal Code of 2012. Provides that participants of fantasy contests conducted in accordance with the Sports Wagering Act shall not be convicted of gambling. Makes changes in provisions concerning recoverable gambling losses. Amends the Illinois Administrative Procedure Act to authorize emergency rulemaking. Effective immediately.
Amends the Illinois Municipal Code. Provides that, if a municipality, the corporate authorities of the municipality, an agent of the municipality, or an officer employed by the municipality orders the residents of a house or building containing rooms or groups of rooms used or intended to be used for living, sleeping, cooking, and eating to vacate the house or building for reasons of dangerous or unsafe conditions of the property due to deterioration, unpermitted work, or other cause, then the corporate authorities of the municipality may not penalize the residents of the house or building for remaining in the house or building until 7 days after the residents received the notice to vacate. Provides that, if a resident of the house or building remains in the house or building during the 7-day period the resident is allowed to remain in the house or building after the municipality, the corporate authorities of the municipality, an agent of the municipality, or an officer employed by the municipality orders the resident to vacate the house or building, then the municipality is not liable if the conditions of the house or municipality cause harm to the resident. Limits home rule powers.
Creates the Social Media Age Restriction Act. Provides that an operator of a social media platform shall take reasonable steps, including the implementation of an age assurance system, to prevent a child from creating or maintaining an account on the social media platform. Provides that an operator may enter into an agreement with application distribution services or device manufacturers to allow for user information to be shared for age assurance purposes. Provides that the provision does not apply to a parent or guardian who allows a child to use an account held by the parent or guardian. Sets forth provisions concerning a 30-day cure period and civil penalties. Provides that an operator shall have 180 days after the effective date of the Act to comply with the requirements of the Act. Effective immediately.
