Directs the Auditor General to conduct a comprehensive investigation of the utilization of the 340B Drug Pricing Program by covered entities within Illinois to assess the amount of 340B profit, defined as total patient and payer reimbursement less the total 340B acquisition cost, generated by 340B covered entities from both self-administered and physician-administered drugs, the amount spent on third party administrators for the management of the 340B Program, the amount going to pharmacy benefit managers (PBM) in contract pharmacy arrangements, the amount going to contract pharmacies, whether covered entities maintain title to 340B drugs in contract pharmacy locations, the average mark-up imposed by covered entities on 340B priced drugs, and the extent to which 340B entities pass 340B discounts to vulnerable patients at the point of sale for both in-house and contracted pharmacies and to also examine the impact of these practices on state health programs, such as Medicaid and the State Employees Group Insurance Program, and to make recommendations for improvement.

Amends the Illinois Finance Authority Act. Provides that the maximum amount of notes or bonds that may be issued by the Illinois Finance Authority for any one agricultural real estate borrower may be increased by a higher amount than currently allowed if a higher amount is permitted by statute or regulation. In provisions concerning agricultural assistance loans, removes provisions providing that no proceeds from any bonds issued by the Illinois Finance Authority shall be loaned for the purchase of new depreciable agricultural property to any natural person who has a net worth in excess of $500,000. Effective immediately.

Amends the Fair Patient Billing Act. In provisions concerning hospitals and their agents pursuing collection actions, provides that, for any legal action initiated against a patient for unpaid medical debt, a hospital may not file for or be granted a lien upon that patient's primary residence or on any other real property owned by the patient. Effective January 1, 2027.

Amends the Illinois Municipal Code. Provides that, 8 months after the effective date of the amendatory Act, a municipality shall, on any lot located in a residential zoning district that permits single-family dwellings, allow (1) on an area of not more than 2,500 square feet, at least one detached single-family dwelling unit; (2) on any lot with an area of more than 2,500 square feet and not more than 5,000 square feet, up to 4 dwelling units; (3) on any lot with an area of more than 5,000 square feet and not more than 7,500 square feet, up to 6 dwelling units; and (4) on any lot with an area of more than 7,500 square feet, up to 8 dwelling units, including cottage clusters. Provides that each municipality shall permit accessory dwelling units in all zoning districts that permit single-family dwellings without additional requirements for lot size, setbacks, aesthetic requirements, design review requirements, frontage, space limitations, or other controls beyond those required for single-family dwelling units without an accessory dwelling unit. Provides that, if a municipality fails to complete its plan review within the deadlines established under the provisions, then the applicant may retain a qualified third-party plan reviewer. Provides that, if a municipality fails to conduct a required inspection within 2 business days, then the applicant may retain a qualified third-party inspector. Provides that municipalities authorized to levy impact fees must calculate fees using the statewide formula structure issued by the Department of Commerce and Economic Opportunity. Provides that, beginning January 1, 2027, the corporate authorities of a municipality shall not establish minimum automobile parking requirements for (A) residential dwellings of less than 1,500 square feet; (B) affordable housing projects under the Illinois Affordable Housing Act; (C) assisted living establishments; (D) ground level nonresidential spaces in mixed-use buildings; or (E) buildings undergoing a change of use from nonresidential to residential. Amends the Counties Code. Provides that, beginning January 1, 2027, no building code adopted by a county or municipality may prohibit residential buildings from having a single stairway serving as an exit for all units if the building satisfies specified requirements. Limits home rule powers. Makes other changes.

Amends the Comprehensive Housing Planning Act. Requires the Comprehensive Housing Plan to reflect the State's commitment to an affordable housing approach for priority populations that promotes access to opportunity and resources for low-income households through certain priority initiatives. Expands the membership on the State Housing Task Force to include the Directors or Secretaries of several State departments and agencies. Requires the State Housing Task Force to, in addition to other activities: (i) adopt a mission statement no later than June 30, 2027 that may be updated during each Comprehensive Housing Plan 3-year cycle, as needed; (ii) oversee the implementation of the Comprehensive Housing Plan; and (iii) vote on research questions and affordable housing topics, which will serve as a framework for meetings and activities, and on definitions to ensure they are aligned with State initiatives. Prohibits the Illinois Housing Development Authority from directly or indirectly having a financial interest in an Authority contract. Repeals a provision concerning the Interagency Committee and removes all references to the Interagency Committee.

Urges that the name of the structure standing between First and Fourth Streets on the campus of the University of Illinois be permanently restored to "Memorial Stadium".
