CRIM CD-STRANGULATION

Amends the Criminal Code of 1961. Provides that a person who, in committing a domestic battery, strangles another individual commits aggravated domestic battery. Provides that a person commits aggravated battery when he or she, in committing a battery, strangles another individual. Defines "strangle". Effective immediately.

INMATE FURLOUGH RESEARCH

Amends the Department of State Police Law of the Civil Administrative Code of Illinois and the Unified Code of Corrections. Repeals provision that with the written approval of the Governor, the Department of State Police may enter into agreements with other Departments created by the Civil Administrative Code of Illinois for the furlough of inmates of the penitentiary to those other Departments for their use in research programs being conducted by them. Effective immediately.

INC TAX- COLLEGE SAVINGS PLAN

Amends the Higher Education Student Assistance Act and the Illinois Income Tax Act. Authorizes the Illinois Student Assistance Commission to establish systems and programs to encourage employers to match employee contributions to prepaid programs of college savings by making donations to the Commission for prepaid programs of college savings and its programs of grants and loans to make higher education affordable for all residents of the State and to receive, hold, and disburse all such funds made available through those programs for the purposes for which they are authorized by rule or by law. Creates an income tax credit for employers who, during the taxable year, make a matching donation on behalf of an employee. Provides that the credit is 25% of the matching donation, but not to exceed $500 per employee. Provides that the credit may be carried forward for 3 taxable years. Effective immediately.

CRIM CD&AIR RIFLE-AIR RIFLE

Amends the Criminal Code of 1961. Provides that an assault using an air rifle constitutes aggravated assault. Provides that the penalty for aggravated battery involving the use of a firearm does not include an air rifle as defined by the Air Rifle Act. Amends the Air Rifle Act. Eliminates the maximum $50 fine that may be imposed for violation of the Act by a person who is not a dealer of air rifles. Effective immediately.

CRIM CD-SEX OFFENDERS-VEHICLES

Amends the Criminal Code of 1961. Provides that it is a Class 4 felony for a child sex offender to knowingly operate, whether authorized to do so or not, any vehicle or specific type of vehicle, including, but not limited to, an ice cream truck or authorized emergency vehicle, for the purpose of attracting or enticing a person under 18 years of age to be in the presence of the offender. Provides that it is a defense that the offender was the parent of the person under 18 years of age in the offender's presence. Effective immediately.

FINANCE AUTHORITY-PROJECTS

Amends the Illinois Finance Authority Act. Provides that the Act applies to certain projects located outside of the State, if the project involves property or facilities that are owned, operated, leased, or managed by an entity located within the State. Sets forth criteria for approving out-of-State projects. Provides that the Authority shall not provide financing for any project, or portion of a project, located outside of the United States. Provides that the Authority shall not provide financing that constitutes an indebtedness of the State for any project, or portion of a project, located outside of the State. Provides that the Illinois Finance Authority may approve an application to finance or refinance a project located outside of the State only if the Authority has the ability to issue at least another $1,000,000,000 of bonds after giving effect to the financing or refinancing or the out-of-state project. Proposes that the Authority shall not provide financing that uses State volume cap under Section 146 of the Internal Revenue Code of 1986 for a project located outside of the State. Effective immediately.

INC TX-VET WAGE CREDIT

Amends the Illinois Income Tax Act concerning the credit for wages paid to qualified veterans. Extends the credit to also apply to wages paid to qualified veterans who did not serve on active duty in Southwest Asia. Increases the amount of the credit to (i) 10% (but in no event to exceed $1,200) of the gross wages paid to qualified veterans who served on active duty in Southwest Asia and (ii) 7.5% (but in no event to exceed $800) of the gross wages paid to all other qualified veterans.

HIGHER ED-ENERGY CONSERVATION

Amends the Public University Energy Conservation Act. Provides that "energy conservation measure" includes construction of a new building or facility that is designed to reduce energy consumption or operating costs.
