Amends the Chicago Teacher Article of the Illinois Pension Code. Provides that a teacher may receive a retirement pension at age 60 with 10 years of service. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Mercury-Free Vaccine Act. Specifies that the Act also applies to an H1N1 influenza vaccine. Effective immediately.
Amends the Chicago Firefighter Article of the Illinois Pension Code. Allows a fireman who was employed by the Chicago Fire Department and either (i) did not participate in a pension fund under the Code or (ii) participated in the pension fund established under the Chicago Municipal Article, terminated that service, and received a refund to establish the service under the Chicago Firefighter Article. Makes other changes. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Chicago Laborers Article of the Illinois Pension Code. Increases the minimum employee's annuity from $850 to $1,050 and the minimum widow's from $800 to $1,000 beginning January 1, 2011 under certain conditions. Amends the Chicago Municipal Article of the Illinois Pension Code. Provides that the city shall levy a tax annually at a rate on the dollar of the value, as equalized or assessed by the Department of Revenue of all taxable property within the city for the year 2010 and each year thereafter, that will produce, when extended, an amount equal to or greater than the total amount of contributions made by or on behalf of employees to the Fund for annuity purposes in the calendar year 2 years prior to the year for which the annual applicable tax is levied, multiplied by 1.25. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Chicago Municipal Article of the Illinois Pension Code. Allows an employee annuitant who has elected the reversionary annuity to cancel the election. Prohibits the option for a reversionary annuity if the reversionary annuity (was a reversionary annuity of a widow), when added to the widow's annuity payable under the Article, exceeds 100% of the reduced annuity payable to the employee. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Criminal Code of 1961. Makes technical changes in the Sections concerning the offenses of unlawful use of recorded sounds or images and unlawful use of unidentified sound or audio visual recordings. Amends the Counterfeit Trademark Act. Makes technical changes in the Sections concerning the use of counterfeit marks and the penalties for selling or using counterfeit items.
Amends the Assisted Living and Shared Housing Act. Provides that under certain conditions the Department of Public Health may renew the license of an assisted living or shared housing establishment for an additional 2 year period at the request of the licensee. Effective immediately.

Amends the Chicago Municipal Article of the Illinois Pension Code. In provisions concerning the restoration of rights after receipt of a refund, removes language restricting repayment of the refund within certain periods and provides that, if the employee withdraws from service or dies in service during a specified period, any payments made shall be refunded without interest thereon and in accordance with a refund provisions of the Article. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
