Amends the Illinois Enterprise Zone Act. Provides that, beginning in calendar year 2013 and until December 31, 2017, an additional 50 enterprise zones may be certified by the Department of Commerce and Economic Opportunity. Effective immediately.

VEH CD-SPEED LIMITS-70 MPH

Amends the Illinois Vehicle Code. Provides that outside the counties of Cook, DuPage, Kane, Lake, McHenry, and Will, the maximum speed limit outside an urban district for any vehicle is (1) 70 miles per hour on any interstate highway; (2) 65 miles per hour for all or part of highways that are designated by the Department of Transportation, have at least 4 lanes of traffic, and have a separation between the roadways moving in opposite directions; and (3) 55 miles per hour for all other highways, roads, and streets. Permits the Department of Transportation and Toll Highway Authority to alter speed limits up to the new maximum speed limit (rather than up to 65 miles per hour).

SCH CD-BOARD ELECTIONS

Amends the School Code. Permits a congressional township comprising the territory of a school district to pass, by a 2/3 vote of all voters voting on the question, a proposition to elect board members at large and without restriction by area of residence within the district.

GA SALARY CUT-BILL BACKLOG

Amends the General Assembly Compensation Act. Provides that beginning in Fiscal Year 2015, if the State has not cut the backlog of unpaid bills by 10% by the end of the fiscal year, salaries of the members of the General Assembly shall be cut by 10% for the following fiscal year. Further provides that the percentage by which the backlog of unpaid bills has decreased or increased at the end of the fiscal year shall be certified by the State Comptroller. Effective immediately.

$DHS-IDPH-PERSONAL SERVICES

Amends "An Act making appropriations", Public Act 98-27, "An Act making appropriations", Public Act 98-50, and "An Act making appropriations", Public Act 98-64. Appropriates certain sums to the Department of Human Services, the Department of Human Rights, the Department of Public Health, the Department of Corrections, the Department of Juvenile Justice, and the Department of Natural Resources for personal services and State contributions to Social Security. Appropriates a certain sum to the State Comptroller for deposit into the Backlog Payment Fund. Effective immediately.

MOTOR FUEL TAX-WATERCRAFT

Amends the Motor Fuel Tax Law. Exempts from taxation, motor fuel used or sold for recreational type watercraft operating upon the Mississippi, Wabash, or Ohio Rivers. Effective immediately.

ROTA-MERCHANTS

Amends the Retailers' Occupation Tax Act. Removes a requirement that a person who promotes, organizes, or provides retail selling space for concessionaires or other types of sellers at the Illinois State Fair, DuQuoin State Fair, county fairs, local fairs, art shows, flea markets and similar exhibitions or events must file a report with the Department providing certain information about the merchant's business. Effective immediately.
