STATE POLICE-FIREARMS

Amends the State Police Act. Provides that the Director of State Police shall establish a program to allow a State Police officer who is honorably retiring in good standing to purchase either or both of the following: (i) any State Police badge previously issued to that officer or (ii) if the officer has a currently valid Firearm Owner's Identification Card, the service firearm issued or previously issued to the officer by the Department of State Police. Provides that the cost of the firearm purchased shall be the replacement value of the firearm and not the firearm's fair market value. Amends the State Property Control Act to make conforming changes. Effective immediately.

CRIM CD-SEXUAL CONDUCT

Amends the Criminal Code of 2012. Changes the definition of "sexual conduct" in the Sex Offenses Article of the Code to any knowing touching, kissing, or fondling by the victim or the accused, either directly or through clothing, of the sex organs, anus, buttocks, or breast of the victim or the accused, or any part of the body of a child under 13 years of age, or any transfer or transmission of semen by the accused upon any part of the clothed or unclothed body of the victim, for the purpose of sexual gratification or arousal of the victim or the accused (currently, kissing and buttocks are not included in the definition).

POL CONTRIBUTION LIMITS

Amends the Election Code. Removes a provision that provides that the State Board of Elections shall adjust the amounts of the contribution limits for inflation.

STATE GOVT-CONTINUING APPROP

Amends the State Budget Law of the Civil Administrative Code of Illinois. For FY16, provides a continuing appropriation for each State agency to meet personnel expenditures for each payroll period during which appropriations for personnel expenditures have not been made available to that State agency. Defines "State agency" to include all State agencies, the office of any constitutional officer, State universities, community colleges, and any agency, board, commission, or other instrumentality of State government to which an appropriation for personnel expenditures was made from a State fund in FY15. Defines "personnel expenditure" and "applicable State fund". Effective immediately.

JACKSONVILLE DEVELOPMENTAL CTR

Creates the Jacksonville Developmental Center Reopening Act. Requires the Governor to develop a plan to reopen the Jacksonville Developmental Center, to be submitted to the General Assembly by January 1, 2016. Requires the Jacksonville Developmental Center to reopen within 5 years after the effective date of this Act according to the plan developed by the Governor. Effective immediately.

SCH CD-EDUCATOR LICENSING

Amends the Educator Licensure Article of the School Code. Makes changes concerning a provisional in-state educator endorsement on an Educator License with Stipulations, a career and technical educator endorsement on an Educator License with Stipulations, a provisional career and technical educator endorsement on an Educator License with Stipulations, a Substitute Teaching License, a teacher leader endorsement on a Professional Educator License, educator testing, the minimum requirements for educators trained in other states or countries, fees for Substitute Teaching Licenses, and requirements for licensees retiring during a renewal cycle.
