Amends the Student Online Personal Protection Act. Provides that a student, school, or parent that has been injured or aggrieved by a violation of the Act may bring an action in a court of competent jurisdiction against the person or entity that violated the Act. Specifies that the provisions establishing a private right of action do not limit the Attorney General's enforcement authority under the Act.

Amends the Illinois Controlled Substances Act. Provides that, in relation to the prescriber and dispenser inquiry system, "one-to-one secure link" includes any communications exchange platform that aligns with widely adopted standards, including, but not limited to, the Prescription Monitoring Information Exchange standard, which facilitates the secure transfer of prescription monitoring program data across state lines.

Amends the Personalized Algorithmic Pricing Disclosure Act. Provides that any entity that sets the price of goods or services using personalized algorithmic pricing, and that directly or indirectly advertises, promotes, labels, or publishes a statement, display, image, offer, or announcement of personalized algorithmic pricing to a consumer, using personal data specific to the consumer, shall include a specified disclosure. Sets forth exceptions to the provision. Provides that a violation of the Act constitutes an unlawful practice under the Consumer Fraud and Deceptive Business Practices Act. Amends the Consumer Fraud and Deceptive Business Practices Act to make a conforming change. Effective immediately.

Amends the Administration Article of the Illinois Public Aid Code. Requires the Department of Human Services to reduce the risk of SNAP recipients becoming the victims of benefits fraud by transitioning to and issuing as soon as practicable electronic benefits transfer (EBT) cards embedded with a smart chip or Near Field Communication technology that enables cardholders to make a payment transaction by either inserting an EBT card into a card reader or by "tapping" an EBT card onto a payment terminal or card reader that is enabled to accept and process contactless payments.

Creates the Facial Recognition Technology in Law Enforcement Act. Provides that a law enforcement agency that uses facial recognition technology shall conduct a compliance audit regarding implementation of the policies established under the Act. Requires the Illinois State Police to publish a report that may contain recommendations for updates in local policies regarding the use of facial recognition technology, overall rates of implementation of policies outlined in the Act, and an assessment of the accuracy and reliability of facial recognition technology used by law enforcement agencies in this State. Provides that facial recognition technology shall not be used by law enforcement agencies or law enforcement officers to analyze an image or recording of individuals (1) engaged in activity that is protected under the United States Constitution or the Illinois Constitution unless there is reasonable suspicion that the individual is actively committing a crime, is about to commit a crime, or has already committed a crime; (2) for the purpose of real or live-time identification of an image or recording; or (3) solely based on an individual's political or social beliefs, the individual's engagement in lawful activities, or the individual's race, color, religious beliefs, sexual orientation, gender, disability, national origin, or housing status. Amends the Illinois Police Training Act. Requires the Law Enforcement Training Standards Board to publish a model statewide policy and curriculum regarding the use of facial recognition technology and other emerging technologies. In provisions concerning the decertification of law enforcement officers, requires administrative law judges presiding over decertification hearings to be trained in, among other things, technological tools that law enforcement officers use in criminal procedures. Amends the Code of Criminal Procedure of 1963. Provides that results generated by facial recognition technology shall not serve as the sole basis to establish probable cause for a warrant for arrest or a search warrant. Effective immediately.

Creates the Student Educational Technologies Rights Act. Provides that it is the policy of the State that a student and the student's parent have the right to: opt out of school-issued personal electronic devices, electronic textbooks, electronic required reading, or electronic or online assignments; request a human teacher review any automated scored grade or scored grade generated by artificial intelligence; and opt out of predictive analytics systems without academic penalty. Amends the School Code. Removes language allowing school districts that collect biometric information from students to adopt specified policies. Prohibits a school district from purchasing or otherwise acquiring biometric systems to use on students. Establishes prohibitions for a school district with respect to biometric systems and biometric information of its students. Sets forth requirements on the destruction of biometric information in the possession of a school district. Makes other changes. Amends the Student Online Personal Protection Act. Prohibits an operator from selling or renting any other person's information collected by the operator for K through 12 school purposes or permitting artificial intelligence to train on covered information unless for K through 12 school purposes or in furtherance of improving operability and functionality of the operator's service. Provides, with exceptions, that an operator's artificial intelligence model shall not train on a student's covered information and retain the training data indefinitely. Makes other and conforming changes.

Amends the Personal Information Protection Act. Provides that a data collector shall not own, maintain, license, store, or disclose records that contain immigration or citizenship status information concerning an Illinois resident. Provides that the provision shall not apply to government agencies, public and private universities, or financial institutions. Provides that the definition of "personal information" includes immigration or citizenship status information. Defines "immigration or citizenship status information".

Amends the Election Code. In provisions concerning cybersecurity efforts, modifies the amendatory changes made by Public Act 100-587 to conform with the amendatory changes made by Public Act 100-623. Makes technical changes.

Amends the Election Code. Creates the Secure Elections Infrastructure Fund as a special fund in the State treasury. Provides that, subject to appropriation, moneys in the Fund shall be distributed by the State Board of Elections as grants to election authorities for: voting machine replacement; electronic poll book upgrades; cybersecurity hardening; voter accessibility upgrades; infrastructure for secure ballot transport and storage; and capital improvements to election authority facilities that are necessary to maintain safe, secure, and effective election administration. Provides that the State Board of Elections shall establish and use a formula to distribute moneys in the Fund to election authorities.

Amends the Criminal Code of 2012. Provides that a person commits stalking when he or she uses any electronic tracking system or acquires tracking information to determine the targeted person's location, movement, or travel patterns without the targeted person's consent and the person knows or should know that the use of the electronic tracking system or the acquisition of tracking information would cause a reasonable person to fear for his or her safety or the safety of a third person. Defines "electronic tracking system".
