Amends the Unemployment Insurance Act. Provides that, with respect to a week of unemployment beginning on or after June 1, 2026, benefits shall be payable to an individual on the basis of wages for employment in other than an instructional, research, or principal administrative capacity performed for an educational institution or an educational service agency, as long as the individual is otherwise eligible for benefits. Effective immediately.
Amends the Unemployment Insurance Act. Provides that, if an employer employing 75 or more employees in the State conducts a layoff, furlough, or temporary shutdown resulting in the separation of one or more employees, the employer shall submit required claim-initiation information to the Department of Employment Security on behalf of each affected employee. Provides that the Department shall provide written or electronic confirmation to the affected employee that the claim-initiation information has been submitted on their behalf by the employer. Sets forth additional requirements. Provides for civil penalties for a violation of the provision.
Amends the Illinois Worker Adjustment and Retraining Notification Act. Provides that, when required to report the reason for a mass layoff or closing, the employer shall disclose any artificial intelligence-related job impacts, including the number of employees laid off substantially due to the replacement or automation by artificial intelligence of the functions performed by the employees. Provides that, if the Department of Commerce and Economic Opportunity issues any public report disclosing mass layoffs or closings, the Department shall include the reason for the mass layoff or closing in the report, including whether the mass layoff or closing is substantially due to artificial intelligence. Makes other changes.

Provides that with respect to a week of unemployment beginning on or after March 15, 2020 (rather than beginning on or after March 15, 2020, and before September 4, 2021 (including any week of unemployment beginning on or after January 1, 2021 and on or before June 25, 2021)) benefits shall be payable to an individual on the basis of wages for employment in other than an instructional, research, or principal administrative capacity performed for an educational institution or an educational service agency under specified circumstances, as long as the individual is otherwise eligible for benefits.
Amends the Department of Employment Security Law of the Civil Administrative Code of Illinois. Provides that the Department of Employment Security shall create a self-employment assistance program to provide benefits to individuals who are working to start a business in the State and who are otherwise eligible to receive benefits under the Unemployment Insurance Act. Provides that a participant in the program shall be deemed to be actively engaged in seeking work as required under the Unemployment Insurance Act. Provides that benefits paid to a participant in the program are considered to be benefits paid under the Unemployment Insurance Act. Provides that the Department of Employment Security shall adopt rules to implement and administer the program.
Amends the Illinois Income Tax Act. Creates a deduction in an amount equal to any strike benefits paid to the taxpayer during the taxable year by a labor organization, union, or similar entity during a strike, work stoppage, or labor dispute. Amends the Unemployment Insurance Act. Provides that, if an individual's unemployment is due to a stoppage of work that exists because of a labor dispute, then the individual is ineligible for benefits for a period of not more than one week. Provides that, after the expiration of that one week period, the individual shall be eligible for benefits. Effective immediately.
Amends the Unemployment Insurance Act. Provides that, subject to appropriation, school districts and public institutions of higher education are eligible to receive unemployment insurance aid. Sets forth provisions concerning the calculation of the amount of unemployment insurance aid to be given to each school district and public institutions of higher education. Provides that, if the total unemployment insurance aid for a fiscal year is greater than the annual appropriation for that year, the State Board of Education or the Board of Higher Education shall proportionately reduce the aid payment to each school district and public institution of higher education. Sets forth reporting requirements. Makes conforming changes. Effective January 1, 2026.

Provides that an individual shall be ineligible for benefits for a period totaling and not to exceed 2 weeks (rather than an individual shall be ineligible for benefits for any week) with respect to which it is found that his total or partial unemployment is due to a stoppage of work which exists because of a labor dispute at the factory, establishment, or other premises at which he is or was last employed. Provides that, after the 2-week period, the individual will be eligible for benefits.

Provides that an individual shall be eligible for benefits (rather than ineligible for benefits) for any week with respect to which it is found that the individual's total or partial unemployment is due to a stoppage of work which exists because of a labor dispute at the factory, establishment, or other premises at which he is or was last employed. Makes conforming changes.
