Amends the Paid Leave for All Workers Act. Provides that the definition of "employee" does not include an employee who is engaged in the operation of a vessel that is documented by the United States under a specified federal law. Effective immediately.

Amends the Illinois Municipal Retirement Fund (IMRF) Article of the Illinois Pension Code. Provides that the amendatory Act may be referred to as the Pension Equity Act. Provides that, beginning on January 1, 2027, for all purposes under the Code (including, without limitation, the calculation of benefits and employee contributions), the annual earnings of a Tier 2 sheriff's law enforcement employee shall not include overtime and shall not exceed $145,649.97 (instead of $108,600, as adjusted annually beginning in 2011) plus the lesser of (i) 3% of that amount or (ii) the annual unadjusted percentage increase (instead of one-half the annual unadjusted percentage increase) in the consumer price index-u for the 12 months ending with September 2026. Provides that, beginning on January 1, 2028, that amount shall annually thereafter be increased by the lesser of (i) 3% of that amount, including all previous adjustments, or (ii) the annual unadjusted percentage increase (instead of one-half the annual percentage increase) in the consumer price index-u for the 12 months ending with the September preceding each November 1, including all previous adjustments. Provides that, as soon as practical on or after the effective date of the amendatory Act, with regard to benefits earned for the years 2012 through 2026, the Fund shall recalculate benefits for Tier 2 sheriff's law enforcement employees based on the annual salary limitation that was in effect for that year for Tier 2 police officers under the Downstate Police Article. Provides that the changes shall not result in any retroactive adjustment of any employee contributions. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

Amends the Unemployment Insurance Act. Provides that, with respect to a week of unemployment beginning on or after June 1, 2026, benefits shall be payable to an individual on the basis of wages for employment in other than an instructional, research, or principal administrative capacity performed for an educational institution or an educational service agency, as long as the individual is otherwise eligible for benefits. Effective immediately.

Amends the Illinois Works Jobs Program Act. In provisions concerning goals of the Illinois Works Apprenticeship Initiative related to the percentage of labor hours performed by apprentices, provides that, for contracts and grant agreements executed after January 1, 2029 and before January 1, 2031, at least 25% (instead of 50%) of the labor hours of each prevailing wage classification performed by apprentices shall be performed by graduates of the Illinois Works Preapprenticeship Program, the Illinois Climate Works Preapprenticeship Program, or the Highway Construction Careers Training Program. Provides that, on and after January 2031, at least 50% of the labor hours of each prevailing wage classification performed by apprentices shall be performed by graduates of the Illinois Works Preapprenticeship Program, the Illinois Climate Works Preapprenticeship Program, or the Highway Construction Careers Training Program. Removes provisions setting goals for those apprentices before January 1, 2029. Makes changes concerning circumstances under which the Department of Commerce and Economic Opportunity may grant a reduction or a waiver of those goals. Provides that the Department of Commerce and Economic Opportunity shall maintain a list of graduates of the Illinois Works Preapprenticeship Program for a period of not less than 3 years (instead of one year) after the participant graduates from the Program. Effective immediately.

Amends the Evaluation of Certified Employees Article of the School Code. Provides that, beginning July 1, 2026, if a school district and its teachers cannot reach agreement over the decision on whether to incorporate the use of data and indicators on student growth as a factor in rating teaching performance into a teacher evaluation plan and there is no collective bargaining agreement that includes or incorporates by reference the teacher evaluation plan, then the student growth component shall be removed from the teacher evaluation plan. Effective immediately.

Amends the Minimum Wage Law. Provides that the regulation of allowances for gratuities as part of the hourly wage rate is an exclusive power and function of the State. Provides that a home rule unit may not regulate allowances for gratuities as part of the hourly wage rate. Effective immediately.

Amends the Downstate Teacher and Chicago Teacher Articles of the Illinois Pension Code. Provides that none of the benefits provided for in those Articles shall be paid to any person who is convicted of any crime under the Sex Offenses Article of the Criminal Code of 2012 or of a crime that requires registration under the Sex Offender Registration Act. Provides that none of the benefits shall be paid to a person during a criminal investigation for acts that constitute a crime under the Sex Offenses Article of the Criminal Code of 2012 or to a person during a criminal proceeding for a violation of Article 11 of the Criminal Code of 2012. If criminal charges under the Sex Offenses Article of the Criminal Code of 2012 are dismissed with prejudice or the person is acquitted of those criminal charges, then the right to benefit payments shall resume. Provides that none of the benefits shall be paid to a person during an investigation by an inspector general in connection with acts of sexual misconduct committed against a student. Provides that, if the inspector general finds that the allegations of sexual misconduct are substantiated, then none of the benefits shall be paid to that person. Provides that, if the inspector general finds that the allegations of sexual misconduct against a student are without merit, unsubstantiated, or unfounded, then the right to benefit payments shall resume. Specifies that provisions concerning the forfeiture of benefits apply without regard to whether the person resigned or was terminated from employment. Provides that the changes made by the amendatory Act apply only to a person who first becomes a teacher on or after the effective date of the amendatory Act. Makes other changes.

Amends the Transportation Benefits Program Act. Provides that the Act does not apply to a covered employer in the construction industry with respect to employees with whom the covered employer has entered into a bona fide collective bargaining agreement. Makes changes to definitions.
