Energy (Energy Efficiency)

Amends the Illinois Finance Authority Act. Provides that the Illinois Finance Authority shall have power to issue revenue bonds for energy storage projects that seek State-level energy storage credits or utility cost recovery. Provides that the Authority shall coordinate with the Illinois Power Agency to ensure that the financing terms of the revenue bonds are structured to minimize costs to State ratepayers. In provisions concerning Clean Coal, Coal, Energy Efficiency, PACE, and Renewable Energy Project financing, provides that bonds issued by the Authority shall be limited obligations of the Authority and payable solely from the revenues and receipts derived from the energy storage projects for which the bonds are issued. Requires the bonds to contain on their face a certain statement. Amends the Illinois Power Agency Act. In provisions concerning the Planning and Procurement Bureau, provides that an energy storage project shall not be eligible for the procurement of energy storage credits under provisions concerning the equity accountability system unless the owner or developer of the energy storage project demonstrates, as a condition of bid eligibility, that the energy storage project's long-term debt financing is secured through bonds issued by the Authority. Provides that the Agency shall not execute any procurement plan or enter into contracts for energy storage or renewable energy credits that would result in the average retail customer's bill exceeding cost-control caps set forth in certain provisions of the Public Utilities Act, unless the excess amount is approved by the General Assembly. Amends the Public Utilities Act. Requires the Illinois Commerce Commission to conduct an annual Energy Affordability and Rate Impact Study. Sets forth requirements for the content of the Study. In provisions concerning distributed generation rebates, provides that, if a Multi-Year Integrated Grid Plan or any subsequent integrated resource plan submitted by a utility or the Commission includes a proposal to increase, suspend, or otherwise exceed any existing statutory rate caps or cost-control benchmarks in certain provisions of the Act, such adjustment shall not take effect unless specifically approved by a joint resolution of the General Assembly. Amends the Environmental Protection Act by repealing provisions concerning greenhouse gases. Makes other changes. Effective immediately.

Amends the Energy Efficient Building Act. Provides that each builder who completes construction on a newly constructed residential building in the State shall cause an energy audit to be completed on the building resulting in a Home Energy Rating System (HERS) Index Score. Amends the Residential Real Property Disclosure Act. Provides that, subject to certain exceptions, prior to the transfer of title of a dwelling, the seller shall obtain an energy audit resulting in a Home Energy Rating System (HERS) Index Score of the dwelling. Effective immediately.

Amends the Energy Efficient Building Act. Provides that municipalities and counties (instead of municipalities only) may adopt the Illinois Stretch Energy Code.

Creates the Illinois Appliance Standards Act. Directs the Illinois Environmental Protection Agency to adopt minimum efficiency standards for covered products. Provides for testing, certification, and labeling of covered products. Contains provisions concerning enforcement of the Act's requirements. Provides for administrative rulemaking by the Agency. Makes findings. Defines terms.

Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Repeals provisions concerning the Energy Transition Assistance Fund. Amends the Illinois Power Agency Act. Removes provisions concerning the renewable portfolio standard. Amends the Public Utilities Revenue Act. Repeals provisions concerning the imposition of tax on invested capital and on distribution of electricity and provisions concerning annual return, collection, and payment. Repeals the Electricity Excise Tax Law. Amends the Public Utilities Act. In provisions concerning nondiscrimination, removes the authority of the Illinois Commerce Commission to permit or require electric and natural gas utilities to file a tariff establishing low-income discount rates after the completion of the Commission's study assessing the necessity, design, and implementation of low-income discount rates. Provides that no public utilities in the State shall charge any fees or surcharges for energy storage programs on a customer's electric bill. Repeals provisions concerning energy efficiency and demand-response measures; an energy efficiency analysis; and the Energy Transition Assistance Fund.

Amends the Energy Efficient Building Act. In provisions concerning the Illinois Stretch Energy Code, changes the date by which the Capital Development Board shall create and adopt a stretch energy code with a site energy index no greater than 40% of the 2006 International Energy Conservation Code from December 31, 2025 to December 31, 2026. Changes the date that the Board shall create and adopt a stretch energy code with a site energy index that is no greater than 33% of the 2006 International Energy Conservation Code from no later than December 31, 2028 to no later than December 31, 2029. Changes the date by which the Board shall create and adopt a stretch energy code with a site energy index no greater than 25% of the 2006 International Energy Conservation Code from no later than December 31, 2031 to no later than December 31, 2032.

Amends the Energy Efficient Building Act. Provides that the Capital Development Board shall adopt specified provisions into the Illinois Energy Conservation Code concerning insulation in an unvented attic and an unvented enclosed rafter assemblies.

Amends the Public Utilities Act. Provides that a gas utility may cease providing service if the Illinois Commerce Commission determines that adequate substitute service is available at a reasonable cost to support the existing end uses of the affected utility customers. Provides for cost-effective energy efficiency measures for natural gas utilities that supersede existing provisions concerning natural gas energy efficiency programs and take effect beginning January 1, 2027. Provides that gas main and gas service extension policies shall be based on the principle that the full incremental cost associated with new development and growth shall be borne by the customers that cause those incremental costs. Provides that, no later than 60 days after the effective date of the amendatory Act, the Commission shall initiate a docketed rulemaking reviewing each gas public utility tariff that provides for gas main and gas service extensions without additional charge to new customers in excess of the default extensions as specified in administrative rule. Adds the Clean Building Heating Law Article to the Act, with provisions concerning emissions standards for heating in buildings, as well as related and other provisions. Adds the 2050 Heat Decarbonization Standard Article to the Act, with provisions concerning options for compliance, measures for customer emission reduction, customer emission reductions, tradable clean heat credits, banking of emission reductions, equity in emission reductions, enforcement, the 2050 Heat Decarbonization Pathways Study, gas infrastructure planning, a study on gas utility financial incentive reform, and reporting requirements. Adds the Statewide Navigator Program Law Article to the Act, with provisions concerning creation of a statewide navigator program, as well as related and other provisions. Amends the Energy Transition Act to add electrification industries to clean energy jobs. Effective immediately.
