Amends the Unified Code of Corrections. Provides that the Department of Corrections shall create and implement, on January 1, 2027, a pilot program to establish the effectiveness of long-acting injectable medications for opioid use disorders for persons committed to its custody who suffer from opioid use disorders. Provides that the pilot program shall require long-acting injectable medications for opioid use disorders to be used in at least one Department of Corrections facility. Provides that the Director may expand the pilot program to include an additional facility or facilities as he or she deems appropriate. Provides that a minimum of 4,000 administrations of long-acting injectable medications for opioid use disorders shall be included in the pilot program. Provides that the Department shall develop a plan to facilitate access to continued treatment for opioid use disorders in the community following the release of a person participating in the pilot program, including, but not limited to, a referral to a harm reduction provider. Provides that the Department must report to the General Assembly on the effectiveness of the program by January 1, 2028. Effective immediately.
Amends the Illinois State Police Law of the Civil Administrative Code of Illinois. Provides that required hate crime training so Illinois may include material to help officers distinguish hate crimes from other crimes, understand and assist the victims of hate crimes, and ensure the accurate reporting of hate crimes, provides that the Illinois State Police shall biannually review the hate crime training curriculum. Provides the Illinois State Police may consult with the commission on discrimination and hate crimes to update the curriculum as needed. Amends the Illinois Police Training Act. Provides that the Illinois Law Enforcement Training Standards Board shall conduct or approve training programs in crimes motivated by bias. Includes requirements for the training programs. Requires the training for new law enforcement officers and the completion of continuing education credits for current law enforcement officers who complete the training.
Creates the Facial Recognition Technology in Law Enforcement Act. Provides that a law enforcement agency that uses facial recognition technology shall conduct a compliance audit regarding implementation of the policies established under the Act. Requires the Illinois State Police to publish a report that may contain recommendations for updates in local policies regarding the use of facial recognition technology, overall rates of implementation of policies outlined in the Act, and an assessment of the accuracy and reliability of facial recognition technology used by law enforcement agencies in this State. Provides that facial recognition technology shall not be used by law enforcement agencies or law enforcement officers to analyze an image or recording of individuals (1) engaged in activity that is protected under the United States Constitution or the Illinois Constitution unless there is reasonable suspicion that the individual is actively committing a crime, is about to commit a crime, or has already committed a crime; (2) for the purpose of real or live-time identification of an image or recording; or (3) solely based on an individual's political or social beliefs, the individual's engagement in lawful activities, or the individual's race, color, religious beliefs, sexual orientation, gender, disability, national origin, or housing status. Amends the Illinois Police Training Act. Requires the Law Enforcement Training Standards Board to publish a model statewide policy and curriculum regarding the use of facial recognition technology and other emerging technologies. In provisions concerning the decertification of law enforcement officers, requires administrative law judges presiding over decertification hearings to be trained in, among other things, technological tools that law enforcement officers use in criminal procedures. Amends the Code of Criminal Procedure of 1963. Provides that results generated by facial recognition technology shall not serve as the sole basis to establish probable cause for a warrant for arrest or a search warrant. Effective immediately.
Amends the Unified Code of Corrections. Provides that the Department of Corrections shall ensure that a committed person and the committed person's correspondents are not charged any fee, surcharge, or cost for mail communication or mail scanning services that exceed the standard postage rate set by the United States Postal Service. Provides that the Department shall not charge the committed person or correspondent any fee, surcharge, or cost for any incoming mail addressed to and received by the committed person, including any material received through mail scanning services. Provides that the Department shall not charge the committed person any fee, surcharge, or cost for outgoing mail delivery or mail scanning services that exceeds the postage rate set by the United States Postal Service for any outgoing mail. Provides that the Department or any third-party vendor that the Department contracts with, shall not impose any fee, surcharge, or cost to the committed person above the United States Postal Service rate for mail communication, including the delivery or scanning of mail. Provides that the Department shall not use the provision of voice communication services, mail communication, mail scanning services, or any other communication services to supplant in-person contact visits. Provides that the Department shall not receive revenue, directly or indirectly, from the provision of voice communications, mail communication, mail scanning services, or other communication services to a person in custody in any institutions and facilities of the Department. Provides that beginning July 1, 2027, the Department shall annually report to the General Assembly on the status of any communication services contracts and plans to consolidate contracts to maximize purchasing power for voice communication services, mail communication services, and all other communication services. Provides that the Department shall post the report on its website. Effective immediately.
Amends the Code of Criminal Procedure of 1963. Provides that, notwithstanding any other provision of the denial of pretrial release statute to the contrary, a non-citizen of the United States who entered the United States without a legal visa issued by the United States Department of State and who has been charged in the State with an offense for which pretrial detention may be ordered by the court and, at the time of the commission of the offense, did not have a legal visa is not eligible for pretrial release and must be held in pretrial detention pending trial.
Amends the Officers and Employees Article of the Counties Code. Allows a public defender who is representing a client in a criminal case to also represent the client in a statutory summary suspension proceeding under a specified provision in the Illinois Vehicle Code arising from the same arrest.
Amends the Illinois TRUST Act. Provides that certain limitations under the Act regarding actions that may be taken by law enforcement agencies and officials do not apply with respect to an individual who is not a citizen of the United States and who has been charged or convicted of a criminal offense under Illinois law. Directs a law enforcement agency or official to immediately notify an immigration agent whenever it has in its custody such an individual. Effective immediately.
Amends the he Unified Code of Corrections. Provides that the wages paid to committed persons shall not be less than the minimum hourly wage set forth in the Minimum Wage Law. Amends the Minimum Wage Law. Provides for increases in the minimum hourly wage through January 1, 2032. Provides that, on and after July 1, 2026, every employer shall pay to each of his or her employees who is under 18 years of age no less than the applicable minimum hourly wage. Provides that, on and after January 1, 2030, an employer shall not be entitled to an allowance for gratuities and shall pay each employee no less than the applicable minimum hourly wage. Provides that beginning on January 1, 2033, and on every January 1 thereafter, the minimum hourly wage from the previous year shall be increased in proportion to the increase in the consumer price index-u. Provides that the Department of Labor shall inquire into any alleged violations of this Act brought to its attention by an interested party. Sets forth the procedure for complaints brought by interested parties. Defines "interested party". Effective immediately.

Provides that the pilot program shall require long-acting injectable medications for substance use disorders to be used in at least one Department of Corrections facility. Provides that the Director of Corrections may expand the pilot program to include an additional facility or facilities as he or she deems appropriate. Provides that a minimum of 4,000 administrations of long-acting injectable medications for substance use disorders shall be included in the pilot program. Provides that the Department must report to the General Assembly on the effectiveness of the program on or before January 1, 2028.
Amends the Code of Criminal Procedure of 1963. Provides that when determining which conditions reasonably ensure the appearance of the defendant as required or the safety of any other person or persons of the community, the court shall consider the ability of the court or pretrial services to effectively monitor the defendant's compliance with the conditions of pretrial release that are imposed. Provides that upon verified application by the defendant, the court before which the proceeding is pending may reconsider the current pretrial conditions imposed and determine whether the current conditions imposed are necessary to reasonably ensure the appearance of the defendant as required, the safety of any other person, and the compliance of the defendant with all the conditions of pretrial release. Provides that the defendant shall be required to present a verified application setting forth in detail any new facts not known or obtainable at the time of the previous hearing determining conditions of pre-trial release. Provides that if the court removes a pretrial release condition, the court shall state on the record of the proceedings the findings of facts and conclusions of law upon which such order is based.
