Appropriates $40,000,000 from the General Revenue Fund to the Department of Human Services to provide on-going housing assistance for persons needing affordable housing in order to transition into less restrictive community housing from a long-term care facility regulated under Title 77, 59, or 89 of the Illinois Administrative Code. Effective July 1, 2026.
Appropriates $20,000,000 to the State Board of Education for the purpose of providing a grant for to Afterschool for Children and Teens Now (ACT Now) Coalition to support full-service community schools. Effective July 1, 2026.
Appropriates $10,000,000 from the General Revenue Fund to the Department of Human Services for the Housing is Recovery Program to support rental assistance for individuals with mental health and substance use challenges who are experiencing homelessness. Effective July 1, 2026.
Makes appropriations for the ordinary and contingent expenses of the Department of Juvenile Justice for the fiscal year beginning July 1, 2026, as follows: General Funds $174,906,100; Other State Funds $15,500,000; Total $190,406,100.
Appropriates $2,000,000 from the General Revenue Fund to the Department of Commerce and Economic Opportunity for a grant to Black Contractors, Owners, and Executives to expand the organization statewide to help black business owners grow their businesses. Effective July 1, 2026.
Makes appropriations for the ordinary and contingent expenses of the Civil Service Commission for the fiscal year beginning July 1, 2026, as follows: General Funds $565,300.
Appropriates $100,000,000 to the State Board of Education for equal distribution among charter schools authorized by the State Board of Education for school expenses. Effective July 1, 2026.
Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Provides that the Department of Commerce and Economic Opportunity shall establish the Small Business Stabilization Grant Program to provide grants to eligible small businesses experiencing financial hardship. Effective immediately.
