HB 1756: PROP TX-SENIOR FREEZE

Amends the Property Tax Code. Provides that, for taxable years 2025 and thereafter, the maximum income limitation for the low-income senior citizens assessment freeze homestead exemption is $75,000 (currently, $65,000). Effective immediately.

HB 4113: EDGE-APPRENTICE

Amends the Economic Development for a Growing Economy Tax Credit Act. Provides that, in the case of a credit awarded under the Act for the employment of an apprentice, any requirement of the Act or any agreement entered into under the Act concerning the duration of the apprentice's employment may be satisfied by the employment of the apprentice by the apprenticeship firm, the employment of the apprentice by the commercial client served by the apprenticeship firm, or both. Provides that any worksite requirement imposed under the Act or under any agreement entered into under the Act may be satisfied by the employment of the apprentice at the hiring firm's worksite, the employment of the apprentice at the commercial client's worksite, or both.

HB 4098: EDUCATIONAL CHOICE ACT

Creates the Educational Choice for Illinois Children Act. Contains legislative findings. Provides that the State Board of Education, in coordination with the Department of Revenue, shall establish and approve a list of scholarship granting organizations that meet the requirements of Section 70411 of the One Big Beautiful Bill Act to facilitate opting the State of Illinois into the school choice tax credit provisions of the One Big Beautiful Bill Act. Effective immediately.

SB 2706: PROP TX-ENERGY SYSTEMS

Amends the Property Tax Code. In provisions concerning the valuation of wind energy devices, provides that, for taxable year 2026 and thereafter, the real property cost basis is $588,000 per megawatt of nameplate capacity (currently, $360,000 per megawatt of nameplate capacity). In provisions concerning the valuation of solar energy systems, provides that, for taxable year 2026 and thereafter, the real property cost basis is $446,000 per megawatt of nameplate capacity (currently, $218,000 per megawatt of nameplate capacity). Effective immediately.

HB 4170: PENSION STABILIZATION FUND

Amends the Budget Stabilization Act. Provides that, in addition to any other transfers that may be provided by law, the Comptroller shall transfer from the General Revenue Fund to the Pension Stabilization Fund the following amounts: $300,000,000 for Fiscal Year 2030; $400,000,000 for Fiscal Years 2031 through 2033; and $600,000,000 for Fiscal Years 2034 through 2049.
