This bill prohibits the Department of Defense (DOD) from using funds to transfer or release within the United States (including its territories or possessions) any detainee (1) who is not a U.S. citizen or member of the U.S. Armed Forces, and (2) who is or was held by DOD at United States Naval Station, Guantanamo Bay, Cuba, on or after January 20, 2009.

Recreational Lands Self-Defense Act of 2021 This bill requires the U.S. Army Corps of Engineers to allow an individual to possess a firearm at a Corps water resources development project as long as the individual's possession of the firearm is in compliance with the law of the state in which the project is located.

Fairness for Craft Beverage Producers Act This bill provides additional economic relief to certain beverage manufacturers in response to COVID-19 (i.e., coronavirus disease 2019). Specifically, the bill gives certain beverage manufacturers (e.g., breweries and wineries that derived at least 35% of their gross annual income during either 2019 or 2020 from in-person sales) access to second draw loans under the Paycheck Protection Program. Further, it makes these beverage manufacturers eligible to receive additional months of subsidized principal and interest payments on certain Small Business Administration loans.

"Six Triple Eight" Congressional Gold Medal Act of 2021 This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the award of a Congressional Gold Medal in honor of the women of the 6888th Central Postal Directory Battalion (commonly known as the Six Triple Eight) in recognition of their pioneering military service, devotion to duty, and contributions to increase the morale of personnel stationed in the European theater of operations during World War II. The medal shall be given to the Smithsonian Institution and made available for display and research.

Oversight for Members And Relatives Act or the OMAR Act This bill prohibits the use of campaign funds to compensate the spouse of a candidate or an individual holding federal office. It also requires disclosure of payments made to spouses or immediate family members. Specifically, the bill prohibits an authorized committee of a candidate or any other political committee that is established, maintained, or controlled by a candidate or an individual holding federal office from directly or indirectly compensating the spouse of the candidate or individual for services provided to or on behalf of the committee. The prohibition does not apply to a political committee of a political party. Next, the bill requires a political committee to report on disbursements to the spouse or an immediate family member of the candidate or the individual holding federal office. Finally, the bill requires any penalty for a violation of the bill to be imposed on the candidate or the individual holding federal office if the candidate or individual involved knew of the violation. Further, it prohibits the committee involved from reimbursing the candidate or individual for the penalty.

Hemp and Hemp-Derived CBD Consumer Protection and Market Stabilization Act of 2021 This bill allows the use of hemp, cannabidiol (i.e., CBD) derived from hemp, or any other ingredient derived from hemp in a dietary supplement, provided that the supplement meets other applicable requirements. (Currently, the Food and Drug Administration's position is that CBD products may not be sold as dietary supplements.)

Flood Resiliency and Taxpayer Savings Act of 2021 This bill requires federal agencies to take specified actions to evaluate and mitigate the risk of floods to federally funded projects. Specifically, the bill directs federal agencies to evaluate the potential for flooding throughout the planned lifetime or duration of a federally funded project to reduce the risk of financial and property losses and prevent the disruption of critical services during floods. Further, federal agencies must consider certain data and information (e.g., the most recent flood insurance rate map published by the Federal Emergency Management Agency) when evaluating whether a federally funded project is in a floodplain. If the agency determines the data and information are not adequate for understanding the flood risks to the project, then the agency must use an alternative design standard outlined by the bill. Finally, the bill directs the Federal Interagency Floodplain Management Task Force to issue guidelines for federal agencies related to flood risk management.

Reopen Schools Act This bill requires a local educational agency (LEA) to reopen its elementary and secondary schools as a condition for receiving certain supplemental education emergency relief funding. Specifically, an LEA must provide in-person instruction to at least 50% of its students in order to receive the full funding. An LEA that provides in-person instruction to at least some of its students shall have its funding reduced on a pro rata basis.

USPS Fairness Act This bill repeals the requirement that the U.S. Postal Service annually prepay future retirement health benefits.

Protecting Americans from Unnecessary Spread upon Entry from COVID-19 Act of 2021 or the PAUSE Act of 2021 This bill maintains immigration restrictions put in place under public health emergency authorities to prevent the introduction of COVID-19 (i.e., coronavirus disease 2019) from foreign countries. Specifically, the bill prohibits the Department of Health and Human Services from rescinding or reducing the stringency of the restrictions. It also prohibits the Department of Homeland Security from stopping or reducing enforcement of the restrictions. These prohibitions remain in effect until (1) federal and state COVID-19 emergency orders are lifted, and (2) the risk of introducing COVID-19 in or from Canada and Mexico is minimal.
