Increases the amount of tax credit allowable for household and dependent care services from $2,400 to $4,800 for a qualifying individual and from $4,800 to $9,600 for two or more qualifying individuals.
Requires the state building code council to make determinations on the financial impact, including the impact on amortized utility costs, of the adoption of a code or standard on single-family and multi-family homes and include the determinations in its annual reports to the governor. Clarifies that persons that enter private property for recreational purposes have no cause of action, unless exempted under law. Requires a court to award attorneys' fees and costs to landowners if plaintiffs bring unreasonable claims. States that, as a matter of law, persons participating in outdoor recreational activities accept the inherent dangers in the activities.
Establishes a suicide prevention task force to examine, evaluate, and determine methods to reduce suicides within state correctional system.
Amends provisions relating to criteria and procedures in family court determinations regarding custody and visitation rights. Clarifies that a parent's felony conviction for a violent or sexual offense in which the victim was a minor, or requirement to register as a sex offender, raises a rebuttable presumption that custody or visitation by that parent is not in the best interest of the child. Requires courts to consider registration as a sex offender a presumption of risk that affects the burden of producing evidence. Requires courts to state reasons for findings in writing or on the record, including specific findings that there is no risk to the child's health, safety, and welfare.
Extends the sunset date for the coffee berry borer pesticide subsidy program and the program manager position, including the position's civil service and collective bargaining laws exemption, to 06/30/2024. Provides that no single coffee grower shall receive more than $6,000 for each pest per year in subsidies between 06/30/2021, and 07/01/2023.
Directs the auditor to perform a comprehensive performance and management audit of the state historic preservation division. Effective 1/1/2050. (HD1)
Specifies that certain violations of the Fireworks Control Law shall be considered an activity that causes air pollution under the Hawaii Air Pollution Control Act and a violation of noise control rules under the Hawaii noise pollution laws, and punishable by civil penalties and subject to citations under those respective laws. Authorizes the board of land and natural resources to adopt, amend, and repeal administrative fee schedules without regard to chapter 91, Hawaii Revised Statutes. Establishes a process for the board to adopt, amend, and repeal administrative fee schedules, including public notice and meeting requirements. Effective 1/1/2050. (HD1)
Appropriates funds to restore diagnostic, preventive, and restorative dental benefits to adult medicaid enrollees, provided the department of human services obtains maximum federal matching funds available and purses all funding sources, including private grants, prior to expending any general fund appropriations.
