Beginning 7/1/2026 for lodging establishments with more than fifty sleeping room accommodations, and beginning 1/1/2028 for lodging establishments with fifty or fewer sleeping room accommodations, prohibits the provision of personal care products in small plastic containers within sleeping room accommodations, any space within sleeping room accommodations, or bathrooms used by the public or guests. Establishes that fines for pedestrian violations under chapter 291C, Hawaii Revised Statutes, shall not exceed $25. Requires state and county agencies to revise applicable schedules of fines, rules, and procedures to comply with the monetary limit. Effective 3/22/2075. (SD1)

Requires each county, in collaboration with the Department of Transportation, to establish a Summer Streets Pilot Program that closes vehicular traffic and repurposes roads for pedestrian and cyclist use, outdoor events, and other community-driven activities. Requires each county to submit an initial proposal to the Director of Transportation. Requires reports to the Legislature. Appropriates funds. Repeals on 6/30/2027. Effective 7/1/2050. (SD2)

Establishes a fishpond inventory working group within the University of Hawaii Sea Grant College Program to create an inventory and map of all fishponds on state land and conduct a literature review. Appropriates funds. Effective 7/1/2050. (SD1)

Establishes penalties, including fines and liens, for an owner of residential real property's failure to remediate zoning violations. Requires, under certain conditions, county planning or permitting agencies to record the notice of violation as a lien on the property with the Bureau of Conveyances. Requires referral to the applicable county corporation counsel for foreclosure, subject to certain conditions, if the owner fails to satisfy certain conditions. Requires the applicable district or circuit court to hold a de novo review of penalties assessed for unaddressed residential real property zoning violations, including foreclosure, upon appeal by the affected residential real property owner.
