Requires a bidder and their subcontractors for certain public works construction contracts to utilize apprentices if the bidder receives a bidding advantage for being a party to an apprenticeship agreement registered with the State at the time of general bidding and is awarded the contract. Establishes an apprenticeship program income tax credit for certain qualified costs incurred by a taxpayer for a qualified apprenticeship program. Sunsets 12/31/2036. Effective 7/1/3000. (HD3)

Clarifies that the bid incentive given to bidders for public works construction projects who are parties to an apprenticeship agreement is based on apprenticeable trades utilized, rather than employed, to construct the public works. Requires the bidder and the bidder's subcontractors to be parties to all apprenticeable trades utilized to construct the project for which a state-approved apprenticeship program exists. Replaces the five per cent bid preference for bidders for a public works contract with an estimated value of $250,000 or more, who is a party to an apprenticeship agreement registered with the Department of Labor and Industrial Relations with a five per cent earned credit that can be applied to certain future public works contract bids for a duration of three years after the chief procurement officer issues the earned credit certificate. Authorizes purchasing agencies to audit and have full access to the books and records of contractors or subcontractors relating to the contractor's compliance with requirements of the earned credit bid preference. Requires contractors and subcontractors to maintain relevant records for three years. Requires the contractor to submit reports as required by the Chief Procurement Officer.

Amends the private sector On-the-Job Training Work Experience Program to allow the Department of Labor and Industrial Relations to contract with employers and trade organizations or apprenticeship program sponsors without regard to chapters 103D and 103F, HRS; establish that an intern may become an apprentice in a registered apprenticeship program under certain conditions; require employers to pay $20 per hour for a maximum of 40 hours per week for all interns; provide, subject to certain limits, for the reimbursement of 100% of an intern's wages for employers, trade organizations, and sponsors having fewer than 50 employees, and 50% of an intern's wages for employers, trade organizations, and sponsors having 50 or more employees; and requires sponsors to pay, supervise, and train interns. Amends the State Internship and Workforce Development Program to require experience gained by interns to be applied towards the experience needed to meet minimum qualifications for civil service positions; require the Department of Labor and Industrial Relations and Department of Human Resources Development to develop guidelines for participation in the program; transfer certain program responsibilities from the Department of Labor and Industrial Relations to the Department of Human Resources Development. Permits the Department of Labor and Industrial Relations to enter into contracts with eligible employers or registered apprenticeship programs in the private sector to provide on-the-job training to eligible interns. Provides that the State shall be the responsible employer for purposes of workers' compensation coverage for students or recent graduates in the on-the-job-training work experience program, subject to certain limitations. Requires an attestation or declaration regarding project labor standards, including adherence to state-approved apprenticeship programs and prevailing wage requirements, for covered large-scale renewable energy generation projects. Effective 7/1/3000. (HD1)

Establishes an income tax credit for eligible employers who employ qualified interns or apprentices. Requires the Department of Labor and Industrial Relations, in coordination with the Department of Taxation, to report to the Legislature on the tax credit. Appropriates funds.
