Appropriates funds to be expended by the Department of Health as a grant for the Hawaii Primary Care Association to support solar-plus-storage microgrid implementation at community health centers in medically underserved communities, and provide programmatic services, project management, contract management, reporting and fiscal stewardship responsibilities, and developing future scalable plans for the development and deployment of solar-plus-storage microgrids at nonprofit community health centers. Expands workers' compensation medical benefits for firefighters to include coverage for adenocarcinoma or mesothelioma of the respiratory system; cancer of the buccal cavity, cervix, colon, esophagus, ovary, pharynx, skin, female reproductive organs, including the uterus, endometrium, and fallopian tubes, and thyroid; and malignant melanoma. Specifies that an employer may deny medical benefits under workers' compensation law only if they prove that the cancer or disease was not associated with firefighting duties. Effective 7/1/3000. Establishes an income tax credit for automated external defibrillator devices that are installed and placed in service in certain places of public accommodation located in the State, subject to registration requirements. Authorizes the Department of Health to establish a statewide automated external defibrillator registry to collect and maintain certain information. Requires the owner or operator of an automated external defibrillator located in a place of public accommodation to conduct certain maintenance. Requires reporting of certain automated external defibrillator data to the Department of Health. Requires the Department of Health to coordinate with certain entities. Requires the Department of Health to request funds from the 911 Fund for the establishment and maintenance of the automated external defibrillator registry. Effective 7/1/3000. (SD1)
Requires health insurers, mutual benefit societies, and health maintenance organizations to honor a patient's written assignment of benefits to a substance use disorder treatment provider. Prohibits health insurance policies, plans, contracts, and agreements from including anti-assignment clauses that restrict or invalidate a patient's right to assign benefits. Authorizes the Insurance Commissioner to adopt rules and take enforcement action to ensure compliance. Deems violations to be unfair methods of competition and unfair or deceptive acts or practices in the business of insurance. Requires insurers, mutual benefit societies, and health maintenance organizations to furnish an explanation of benefits to the assigned provider upon request. Effective 1/30/2050. (HD1)
Expands the definitions of "preceptor" and "volunteer-based supervised clinical training rotation" to improve accessibility for providers to receive income tax credits for acting as preceptors, including removing "primary care" from the criteria to qualify as a preceptor. Adds dietitians, physician assistants, and social workers to the list of preceptors and eligible students. Expands eligibility for the tax credit to include accredited residency programs that require preceptor support. Adds the Director of Health and representatives of residency programs with eligible students to the Preceptor Credit Assurance Committee. Applies to taxable years beginning after 12/31/2025. Establishes the Health Information Technology Infrastructure Grant Program within the Department of Health, to be administered by the State Health Planning and Development Agency, to support health information technology infrastructure and the implementation of interoperable health information technologies in federally qualified health centers, rural health clinics, Ryan White HIV/AIDS Program centers, and Native Hawaiian health centers. Requires the Department of Labor and Industrial Relations, in consultation with the Insurance Commissioner, to establish and implement a five-year voluntary Nontraditional Workforce Portable Health Care Benefit Plan Pilot Program that offers high deductible health plans or catastrophic health plans to nontraditional workers who are ineligible for health benefits provided by the Hawaii Employer-Union Health Benefits Trust Fund or prepaid health care plans under the Prepaid Health Care Act.
