Appropriates funds for Department of Hawaiian Home Lands projects eligible for general fund revenues that are generated by increases in transient accommodations tax collections and intended to be expended equally across projects related to natural resources, climate resilience, and destination management.
Requires the Department of Transportation to establish a Clean Vehicle Rebate Program to provide rebates for the purchase or lease of certain new and used zero-emission vehicles and plug-in hybrid electric vehicles. Appropriates moneys for Pololu Valley management, including for the Division of Forestry and Wildlife of the Department of Land and Natural Resources to develop the trailhead; develop the infrastructure necessary to accommodate parking; install appropriate informational, historical, and educational signage; design and construct restroom facilities; and establish positions to manage the trail area. Requires the Department of Accounting and General Services and Department of Transportation to develop a plan for a Comprehensive Transportation Demand Management Program to reduce vehicle emissions and miles traveled by single-occupancy vehicles. Establishes two permanent full-time equivalent (2.0 FTE) co-administrator positions, one in the Department of Accounting and General Services and one in the Department of Transportation. Establishes a two-year coconut rhinoceros beetle eradication pilot program in certain areas under the Department of Land and Natural Resources that incentivizes community members to collect and submit the coconut rhinoceros beetle and its larvae for compensation. Incentivizes the installation and use of gray water recycling systems and atmospheric water generators in the State by establishing an income tax credit to be administered by the Department of Taxation. Requires the Department of Business, Economic Development, and Tourism to establish a rebate program.
