Renames the Electric Bicycle and Electric Moped Rebate Program to the Electric Mobility Rebate Program. Expands eligibility and amends the maximum rebate amounts. Allows for the registration of class 3 electric bicycles that have wheels smaller than twenty inches and that are intended for adult use. Establishes safe riding behaviors for electric bicycles. Prohibits the operation of high-speed electric devices in certain locations. Establishes labeling and signage requirements for electric bicycles. Prohibits the operation of a moped or electric motorcycle in certain locations. Amends the definition of "bicycle" for purposes of county vehicular taxes. Defines "electric micro-mobility device" and requires the same regulations as electric foot scooters to apply to electric micro-mobility devices. Prohibits a person under the age of sixteen from operating a class 3 electric bicycle. Authorizes a person under the age of fourteen to operate class 2 electric bicycles under supervision. Prohibits a person from riding a class 3 electric bicycle on a sidewalk. Authorizes a person to ride a class 1 or class 2 electric bicycle on a sidewalk under certain circumstances. Prohibits a person from operating a bicycle or electric foot scooter under the age of eighteen without a helmet. Repeals the requirement that moped drivers use bicycle lanes. Changes the term "motor scooter" to "motor‑driven vehicle".

Establishes a carbon displacement tax credit for taxpayers of locally produced goods. Requires the Department of Business, Economic Development, and Tourism to certify tax credit amounts.

Requires the Department of Transportation to transition all motor vehicles used within airport grounds to zero emission vehicles to meet the State's zero emissions clean economy target.

Establishes an executive committee and amends the membership and duties of the Hawaii Climate Change Mitigation and Adaptation Commission (Commission). Requires each member agency of the Commission to implement its own actions to address certain strategies and goals established by the Commission. Establishes reporting and review requirements for member agencies relating to climate change mitigation and adaptation efforts and clean economy targets. Updates reporting requirements for the Sea Level Rise Vulnerability and Adaptation reports. Allows the Commission to enter into certain procurement contracts. Updates the zero emissions clean economy target. Effective 7/1/3000. (HD1)

Establishes green infrastructure objectives, policies, and priority guidelines for state facility systems, infrastructure, and transit projects in the Hawaii State Planning Act to improve the quality of life for residents and visitors. Adds a definition of "green infrastructure". Requires the Office of Planning and Sustainable Development to submit a report to the Legislature making recommendations for implementing green infrastructure objectives, policies, and priority guidelines.

Increases the transient accommodations tax and allocates a portion of the tax to the general fund for projects that address climate change impacts and advance economic development and revitalization. Effective 7/1/3000. (HD2)

Requires all outdoor light fixtures to be fully shielded. Creates exemptions for certain outdoor lighting. Repeals the Night Sky Protection Strategy. Appropriates funds.

Requires commercial airlines operating intrastate flights in the State to utilize at least ten per cent sustainable aviation fuel in intrastate airline flights beginning 1/1/2030. Effective 7/1/3000. (HD1)

Authorizes the issuance of general obligation bonds to the Department of Hawaiian Home Lands to finance the planning, designing, and construction of a water pump storage hydroelectric facility in the Kohala Mountains on Hawaii Island. Requires the Department of Hawaiian Home Lands to conduct a feasibility study and report the results to the Legislature. Requires the Department of Hawaiian Home Lands to conduct an Environmental Impact Statement and submit an annual progress report to the Legislature. Effective 7/1/2050. (SD1)

Requires the Department of Transportation to assist and enable a person to voluntarily purchase a verified carbon offset for carbon dioxide emissions resulting from the person's air travel to or from an airport in the State. Effective 7/1/2050. (SD1)
