Amends the renewable energy technologies income tax credit by: for taxable years beginning after 12/31/26, prohibiting taxpayers with an adjusted gross income of $250,000 or greater if filing as an individual or $350,000 or greater if filing jointly from claiming the credit for certain solar energy systems installed and placed in service on a single-family residential property; limiting credit claims for certain solar energy systems for single-family residential property to two systems per single-family residential property and requiring systems to have a total output capacity of at least five kilowatts; and increasing the adjusted gross income threshold below which an individual taxpayer may elect to have any excess credits refunded. Creates an offshore wind energy working group to generate a roadmap to define standards to consider in the developmental process for offshore wind energy. Requires the working group to submit a report to the legislature prior to the 2027 regular session.
Requires utilities to pay distributed energy resources program customers for bill credits generated by the customer that are not used by the customer within 1 year.
Requires the Public Utilities Commission to conduct a proceeding to study and implement the Smart Imports Program. Establishes the Smart Imports Program and requires electric utilities to offer excess electricity to consumers during daylight hours at cost for any legal purpose beginning January 1, 2028. Requires the Public Utilities Commission to adopt rules and establish penalties.
Requires the Director of Business, Economic Development, and Tourism to implement a requirement that, no later than January 1, 2028, diesel fuel sold in certain counties for use in on-highway diesel-powered motor vehicles contains no less than five per cent biodiesel by volume, except in circumstances where the supply of biodiesel is insufficient. Requires the Department of Business, Economic Development, and Tourism to submit a report to the Legislature, including a comprehensive rollout plan. Requires the Director of Business, Economic Development, and Tourism to consult with the Department of Transportation during the development and implementation of the biodiesel requirements and present DBEDT's comprehensive rollout plan to the public. Establishes green infrastructure objectives, policies, and priority guidelines for state facility systems, infrastructure, transit projects, and other areas in the Hawaii State Planning Act to improve the quality of life for residents and visitors. Adds definition of "green infrastructure". Requires the Office of Planning and Sustainable Development, in partnership with the Greenhouse Gas Sequestration Task Force, to submit a report to the Legislature making recommendations for implementing the green infrastructure objectives, policies, and priority guidelines. Establishes full-time equivalent ( .0 FTE) policy analyst positions within the Office of Planning and Sustainable Development. Appropriates funds.
Extends the State's deadline to achieve its energy-efficiency portfolio standards target from 2030 to 2045 and updates the standards. Requires the Public Utilities Commission to establish interim goals for electricity use reduction to be achieved by 2025, 2035, and 2040. Authorizes the Public Utilities Commission to adjust the 2030 and 2045 standard and interim standards.
Prohibits binding agreements preventing the installation of a portable plug-in solar generation device on any residential dwelling, subject to certain requirements.
Shortens the period during which certain judicial proceedings involving environmental assessments and environmental impact statements on actions that propose the use of land for, or construction of, affordable housing or clean energy projects must be initiated. Specifies that appeals from environmental courts that involve actions that propose the use of land for, or construction of, affordable housing or clean energy projects meet one of the grounds for transfer to the Supreme Court. Requires the Hawaii State Energy Office, in collaboration with state departments, to assess the potential and feasibility of developing resilience hubs that can provide emergency services and be open to the general public during times of emergency.
