This bill establishes a formal sister-state relationship between the State of Hawaii and Yamagata Prefecture in Japan to strengthen existing cultural, economic, and people-to-people ties. It authorizes the Governor to work with Yamagata officials to create memoranda of understanding and implement pilot programs focused on culinary exchanges, joint cultural events, student and professional exchanges, and sustainable development initiatives. Excludes from the definition of "development", as it applies to special management areas, the installation, maintenance, repair, and replacement of an electric vehicle charging system. Requires that lands within the agricultural district with class B or C soils that have solar or wind energy facilities must also obtain certification from the Department of Agriculture that the lands are also used for a farming operation. Effective 7/1/3000. (HD2)
Requires the Department of Transportation to conduct a feasibility study on implementing a clean fuel standard for alternative fuels in the State. Amends the leadership, membership, powers, and duties of the Hawaii Climate Change Mitigation and Adaptation Commission. Establishes the powers and duties of the Climate Change Mitigation and Adaptation Commission Coordinator. Beginning after 12/31/2026, requires all department and agency plans and decisions to consider recommendations made by the Commission and Coordinator. Appropriates funds for positions and other expenses. Effective 7/1/3000. (HD1)
Establishes green infrastructure objectives, policies, and priority guidelines for state facility systems, infrastructure, and transit projects in the Hawaii State Planning Act to improve the quality of life for residents and visitors. Adds a definition of "green infrastructure". Requires the Office of Planning and Sustainable Development to submit a report to the Legislature making recommendations for implementing green infrastructure objectives, policies, and priority guidelines.
