Establishes the nonconsensual disclosure of intimate or private images as a criminal offense. Amends the criteria for an extended term of imprisonment to include an offender whose act of attempting to commit or committing the nonconsensual disclosure of intimate images or private images against a minor or vulnerable adult was the proximate cause of the victim's death. Specifies a process by which property owners may utilize law enforcement officers to remove unauthorized individuals from dwellings. Establishes the criminal offenses of squatting and fraudulent sale or lease of residential real property. Makes the offense of criminal trespass in the first degree for a person who knowingly enters or remains unlawfully in a dwelling or in or upon the premises of a hotel or apartment building a class C felony, rather than a misdemeanor. Classifies the type of property damage typically inflicted by squatters as a form of criminal property damage in the second degree. Classifies the falsification of documentation typically performed by squatters as a form of unsworn falsification to authorities. Effective 7/1/3000. (HD2)

Clarifies that negligent homicide in the first degree shall include situations where a person causes the death of another person while operating a vehicle without a valid license. Establishes that a violation of this provision shall be a class B felony, with escalation to a class A felony when the person has two or more prior convictions for driving without a valid license within five years. Clarifies what constitutes a prior conviction for driving without a valid license. Effective 7/1/3000. (HD1)

Upgrades the penalties for operating a vehicle under the influence of an intoxicant while highly intoxicated, including outlining additional requirements for probation. Effective 7/1/3000. (HD1)

Elevates the offense of harassment as a misdemeanor when committed against certain public servants in connection with their performance of a governmental function. Effective 7/1/3000. (HD1)

Requires the Department of the Attorney General to submit annual reports to the Legislature pertaining to the offense of terroristic threatening in the first degree. Expands the definition of "terroristic threatening" to include any form of written or electronic communication. Includes additional protected classes that designate the offense of terroristic threatening in the first degree as a class B felony. Amends the offense of obstructing government operations to include obstructing the performance of a governmental function by an educational worker acting in an official capacity. Effective 7/1/3000. Amends the offense of promoting a controlled substance in, on, or near schools, school vehicles, public parks, or public housing projects or complexes to include homeless facilities. Effective 7/1/3000. (HD1)

Clarifies driver's obligations at crosswalks. Requires drivers to stop and remain stopped for pedestrians in crosswalks. Strengthens penalties for traffic violations, particularly in school zones. Creates additional criminal penalties when pedestrians suffer bodily injury. Provides heightened protections for blind and visually impaired pedestrians. Effective 7/1/3000. (HD1)

Elevates criminal penalties for assaults committed against educational workers and sports officials, while preserving appropriate judicial discretion at sentencing. Effective 7/1/3000. (HD1)

Prohibits persons from operating a medical cannabis dispensary or cultivating cannabis without a license from the Department of Health. Prohibits individuals from providing certain services to individuals engaging in unlicensed cannabis operations. Requires the Department of Health to send a cease and desist notice to violators. Establishes criminal penalties. Establishes an affirmative defense for, and a conclusive basis for certain violations. Establishes exceptions. Establishes a cannabis cultivator license to authorize the cultivation and distribution of cannabis plants. Requires the Department of Health to only issue one cannabis cultivator license for each person. Establishes limits on: (1) the number of cannabis cultivator licenses the Department of Health may issue; (2) the maximum size of plant canopy for indoor and outdoor cultivations for each cannabis cultivator license; and (3) the maximum plant count of mature cannabis plants for each cannabis cultivator license. Authorizes expenditures from the Medical Cannabis Registry and Regulation Special Fund to fund programs for the mitigation and abatement of nuisances relating to chapter 329D, HRS. Appropriates funds out of the Medical Cannabis Registry and Regulation Special Fund for the Department of Attorney General to enforce, and mitigate nuisances relating to, chapter 329D, HRS.
