By 1/1/2029, requires the Department of Labor and Industrial Relations to establish a family and medical leave insurance program and begin collecting payroll contributions to finance payment of benefits. By 1/1/2030, requires the Department to begin receiving claims and paying benefits under the program. Specifies eligibility requirements and employee protections under the program. Requires the Statewide Office on Homelessness and Housing Solutions to develop and implement a plan to reduce the State's total homeless population by at least twenty-five per cent by 1/1/2028, measured against the 2026 point-in-time count. Requires any funding request by the Office after fiscal year 2026-2027 to be based on the plan. Requires the appointment of the Coordinator on Homelessness to be subject to the advice and consent of the Senate. Appropriates funds to the Department of Human Services for the funding of the Homeless Outreach and Navigation for Unsheltered Persons Program under the Ohana Zones Program, and for the expenses of the Statewide Office on Homelessness and Housing Solutions. Appropriates funds to the University of Hawaii to conduct a survey on statewide homelessness. (SD1)
Expands the definition of "eligible business activity" for the purposes of the Enterprise Zone Program to include certain research and development activities and information technology design and production services. Authorizes the Department of Business, Economic Development, and Tourism to declare up to two census tracts in the State that contain an innovation enterprise to be designated as an enterprise zone, subject to the Governor's approval. Requires DBEDT to conduct an in-house comprehensive review, in consultation with the Department of Taxation, of the State Enterprise Zones Program and requires a report to the Legislature. Requires the Hawaii Public Housing Authority to develop and implement a comprehensive safety plan that includes the use of safety technologies for all public housing statewide. Requires the Authority to adopt policies that protect civil liberties and safeguard data and engage with public housing residents regarding the use of safety technologies. Appropriates funds.

Establishes a teacher loan program revolving fund to encourage individuals to become teachers in hard-to-fill positions of Department of Education schools. Allows a loan to be forgiven for teachers who become a licensed teacher in Hawaii or for teachers who will commit to teach for seven years at a Hawaii public school or public charter school. Establishes the Insurance Affordability Assistance Pilot Program within the Insurance Division of the Department of Commerce and Consumer Affairs to assist eligible homeowners with sudden increases in property insurance premiums. Sunsets 6/30/2028.
