Proposing an amendment to the Constitution of the United States to prohibit persons who are not citizens, nationals, or lawful permanent residents of the United States from voting in elections.

Maddy summaryH.J. Res. 31 proposes a constitutional amendment requiring all voters to be U.S. citizens, U.S. nationals, or lawful permanent residents (green card holders) for any election. This would prohibit non-citizens without national status or a green card from voting in federal, state, tribal, local, or territorial elections - including city council or school board races. The amendment must be ratified by 38 states (three-fourths of all states) within seven years to become part of the Constitution. Currently, most states already restrict voting to citizens, but this would extend that requirement nationwide and constitutionally.

Educational Choice for Children Act of 2025

Maddy summaryHR 833 creates a federal tax credit for individuals and corporations that contribute to scholarship granting organizations (SGOs) providing scholarships for elementary and secondary education. The credit allows taxpayers to deduct up to 10% of their adjusted gross income or $5,000 (whichever is less) for contributions to SGOs serving students from households with income up to 300% of the area median income. The bill establishes a $10 billion annual cap on the tax credit program, requires SGOs to verify student eligibility and maintain separate accounts, and prohibits government control over SGOs or private schools. It ensures scholarships can be used at public, private, or religious schools without discrimination based on religious character. The tax credit would be available for contributions made after December 31, 2025, with annual volume cap increases based on usage.

Expressing the sense of the House of Representatives that Congress should take all appropriate measures to ensure that the United States Postal Service remains an independent establishment of the Federal Government and is not subject to privatization.

Maddy summaryThis resolution expresses the House of Representatives' position that Congress should take steps to prevent the privatization of the United States Postal Service (USPS), ensuring it remains a federal independent agency. It highlights USPS’s constitutional role, self-sustaining nature (relying on service revenue, not taxpayer funds), and critical functions - serving 168 million addresses daily, supporting rural communities, and underpinning e-commerce. The resolution opposes privatization, noting it would raise prices, reduce services, and harm the $1.9 trillion mailing industry. As a non-binding resolution, it reflects the House’s stance but does not create new law or policy.

Main Street Tax Certainty Act

Maddy summaryHR 703, the Main Street Tax Certainty Act, makes a key tax deduction permanent for small business owners. It removes the temporary sunset provision (subsection (i)) from Section 199A of the tax code, ensuring the qualified business income deduction remains available for eligible small businesses. This change directly affects pass-through business owners (like S-corps, partnerships, and sole proprietorships) who currently qualify for this deduction. The permanent change takes effect for tax years starting after December 31, 2025.

Protecting First Responders from Secondary Exposure Act of 2025

Maddy summaryThe Protecting First Responders from Secondary Exposure Act of 2025 requires federal funding to provide training and containment devices for first responders, specifically to prevent exposure to fentanyl and other dangerous substances during emergencies. This bill directly affects police, firefighters, and emergency medical personnel who face accidental exposure risks while responding to drug-related incidents. Preventing Violence Against Women by Illegal Aliens Act

Maddy summaryThis bill amends U.S. immigration law to deny entry to noncitizens convicted of or admitting to certain violent crimes, and to make them deportable. It directly affects noncitizens who have been convicted of or admitted to sex offenses, domestic violence, stalking, child abuse/neglect, or violating protection orders involving threats of violence. Key provisions add these offenses as grounds for denying entry (inadmissibility) under Section 212(a)(2) and as grounds for deportation (deportability) under Section 237(a)(2). The law specifies that domestic violence and protection order violations are included regardless of whether the jurisdiction received specific federal grant funding.

To amend the Internal Revenue Code of 1986 to modify the railroad track maintenance credit.

This bill increases the annual limit on the tax credit for qualified railroad track maintenance expenses (also referred to as the short line railroad tax credit) and expands eligibility for claiming the credit. Under current law, the tax credit is limited each tax year to $3,500 multiplied by the sum of the number of miles of railroad track owned or leased by the taxpayer (miles owned or leased) and the number of railroad track miles assigned to the taxpayer by a Class II or III railroad (miles assigned). This bill increases the annual limit to $6,100 multiplied by the sum of miles owned or leased and miles assigned. The $6,100 amount used in the calculation of the tax credit limit is adjusted for inflation for tax years beginning after 2025. The bill also expands eligibility for the tax credit to include gross expenses for maintaining railroad tracks owned or leased as of January 1, 2024. Under current law, the tax credit is limited to gross expenses for maintaining railroad tracks owned or leased as of January 1, 2015.

Muhammad Ali Congressional Gold Medal Act

Maddy summaryHR 485, the Muhammad Ali Congressional Gold Medal Act, authorizes Congress to award a gold medal in recognition of Muhammad Ali's lifetime contributions to sports, civil rights, and humanitarian causes. The bill directs the Treasury Secretary to strike the medal and present it to Ali's widow, Lonnie Ali, following his death in 2016. It also permits the sale of bronze duplicates to cover costs, with proceeds going to the U.S. Mint. This is a commemorative measure with no policy impact, solely honoring Ali's legacy through a symbolic medal.

Veterans Member Business Loan Act

Maddy summaryHR 507, the Veterans Member Business Loan Act, amends the Federal Credit Union Act to explicitly include loans made to veterans as qualifying "member business loans" under credit unions. This change directly affects veterans seeking business financing through federal credit unions, allowing them to access these loans under the same framework as other small business borrowers. The key mechanism is adding a new definition category ("made to a veteran") to the existing eligibility criteria for business loans, using the standard military definition of "veteran" from Title 38, U.S. Code. The bill does not create new funding or programs but expands existing credit union lending options to include veterans. This definition change takes effect six months after the bill's enactment.
