Ship Agent Licensure Act of 2022 This bill revises provisions related to ocean shipping policies. Specifically, the bill sets forth a definition for the term ship agent to include a person who is engaged in the business of representing a ship's owner, operator, or charterer in performing carriage while in a port of the United States; responsible for certain services such as crew changes and repatriations; and not owned or controlled by a common carrier or cruise line; prohibits a person in the United States from advertising, holding out, or acting as a ship agent or providing ship agent services in the United States unless the person is domiciled in the United States and holds a license issued by the Federal Maritime Commission (FMC); prohibits a person from advertising, holding out, or acting as a ship agent unless the person furnishes a bond, proof of insurance, or other surety in a form and amount determined by the FMC to insure financial responsibility; and requires the FMC to suspend or revoke a ship agent license if it finds that the ship agent is not qualified to provide ship agency services or willfully failed to comply with provisions in the bill or with an order or regulation of the FMC.

Food and Fuel Family Savings Act This bill allows an individual taxpayer an inflation rebate for the first taxable year beginning in 2022. The amount of such rebate is $600 ($1,200 for joint returns), plus $600 for each of the taxpayer's dependents. The amount of the rebate is reduced for taxpayers whose adjusted gross income exceeds certain levels. The bill imposes a 5% surcharge on individuals whose modified adjusted gross income exceeds $10 million and a 3% surcharge for incomes exceeding $25 million. It also imposes surcharges on certain high income estates and trusts. The bill increases the maximum corporate income tax rate to 26.5% for corporate taxable income exceeding $5 million.

No Child Left Inside Act of 2022 This bill provides support for environmental literacy and environmental education programs in elementary and secondary schools, including by directing the Department of Education to award grants for (1) implementing state environmental literacy plans, and (2) establishing or expanding outdoor school education programs.

This resolution designates April 16 through April 24, 2022, as National Park Week. The resolution also encourages the people of the United States and the world to responsibly visit, experience, recreate in, and support the treasured national parks of the United States.

Protection from Abusive Passengers Act This bill addresses the banning of abusive passengers from commercial aircraft flights. Abusive passenger is defined as any individual who engages in behavior that results in a civil penalty or conviction for assaulting, threatening, or intimidating a crew member or passenger on an aircraft flight, or who takes any action to interfere with security screening personnel or any security system related to civil aviation security. It requires the Federal Aviation Administration or the Attorney General to provide the identity, including the full name and date of birth, and gender of all abusive passengers to the Transportation Security Administration (TSA). The TSA must maintain a list of abusive passengers and develop and make publicly available policies and procedures for handling individuals included on the list. Any individual on the list shall be prohibited from boarding any commercial aircraft flight until the individual is removed from such list. Additionally, all abusive passengers shall be permanently ineligible to participate in the TSA PreCheck or the U.S. Customs and Border Protection's Global Entry programs, with specified exceptions.

Support Kids Not Red Tape Act of 2022 This bill extends and modifies the authority of the Department of Agriculture (USDA) to waive certain requirements related to the National School Lunch Program, the School Breakfast Program, the Child and Adult Care Food Program, and the Summer Food Service Program. Current law authorizes USDA to waive certain requirements, such as those related to nutritional content and congregate feeding, for the purpose of dealing with the COVID-19 pandemic. Under this bill, USDA shall have authority through FY2023 to grant such a waiver, with no waiver having effect past FY2023. Currently, USDA's authority to grant a waiver expires on June 30, 2022, with no waiver having effect past the 2021-2022 school year. If a state elects to receive a waiver that modifies the operation of a school breakfast or lunch program for the 2022-2023 school year, the state must provide a transition plan to USDA. USDA must provide technical assistance to help school food authorities and states meet nutritional standards and resume regular meal program operations for the 2023-2024 school year. While a waiver is in effect during the 2022-2023 school year, the state subject to the waiver must provide technical assistance in lieu of fiscal action for meal pattern violations due to supply chain disruptions. The bill also appropriates funds as necessary to carry out this bill's activities.

This resolution congratulates the people of Greece as they celebrate the 201st anniversary of Greece's independence. The resolution also expresses support for the principles of democratic governance to which the people of the United States and Greece are committed.

Continuing Emergency Support for Restaurants Act This bill provides an additional $48 billion in FY2021 for the Restaurant Revitalization Fund and designates specified amounts for fund administrative expenses and audits of grants made from the fund. The fund was established in response to COVID-19 to make grants to eligible food and beverage purveyors for covering specified costs such as payroll, operational expenses, and paid sick leave.
