Federal Land Asset Inventory Reform Act of 2021

Federal Land Asset Inventory Reform Act of 2021 This bill directs the Department of the Interior and the Forest Service to develop and maintain a current and accurate multipurpose cadastre (inventory) of federal real property under their jurisdictions to support federal land management activities on federal real property, including resource development and conservation and agricultural use. Interior and the Forest Service shall report on (1) existing real property inventories or any components of any cadastre of federal real property, (2) consolidation of inventories and components, (3) the use of existing inventories and components of any cadastre, (4) cost savings that will be achieved, (5) a plan for implementation of this bill, and (6) recommendations for legislation. Interior and the Forest Service shall (1) make the multipurpose cadastre publicly available on the Internet; and (2) ensure that such cadastre includes the identification of all lands suitable for disposal and the appraised value of the land, if an appraisal has been conducted pursuant to the Federal Land Policy and Management Act of 1976.

A bill to ensure that no cost reduction or cash refund is due under certain transportation cost-reimbursement contracts on the basis of the forgiveness of certain covered loans, and for other purposes.

This bill exempts until June 30, 2025, certain contractors that receive federal highway or public transportation funding from having to adjust costs associated with their contracts to account for loan forgiveness through the Paycheck Protection Program (PPP). (The PPP provided small businesses with loans for payroll and other costs to respond to the COVID-19 emergency with loan forgiveness under certain conditions.) Under current law, a contractor with a cost-reimbursable contract must reduce costs or provide cash refunds to the Department of Transportation (or a state department of transportation) if the contractor receives or accrues any income, rebate, allowance, or other credit relating to an allowable contract cost, which includes PPP loan forgiveness.

Health Care for Burn Pit Veterans Act

Health Care for Burn Pit Veterans Act This bill updates policies and procedures related to Department of Veterans Affairs (VA) health care and benefits for veterans who have been exposed to toxic substances. Specifically, the bill extends the eligibility period for VA hospital care, medical services, and nursing home care for combat veterans who served after September 11, 2001, and were exposed to toxic substances, radiation, or other conditions, including those who did not enroll to receive VA care during the eligibility period. The VA must incorporate into its existing health care screening a screening to help determine potential exposures to toxic substances during military service. Among other requirements, the VA must also provide annual training to health care and benefits personnel with respect to veterans who were exposed to toxic substances; analyze total and respiratory disease mortality in veterans who served in specified locations on specified dates; conduct an epidemiological study on the health trends of veterans who served in the Armed Forces after September 11, 2001; conduct a study to determine trends in the rates of the incidence of cancer in veterans; publish a list of VA resources for veterans who were exposed to toxic substances, families and caregivers of such veterans, and survivors of such veterans who are receiving death benefits; and report on the data quality of the Individual Longitudinal Exposure Record and its usefulness in supporting veterans in receiving VA health care and benefits.

A bill to require the Secretary of State to submit to Congress classified dissent cables relating to the withdrawal of the United States Armed Forces from Afghanistan.

This bill requires the Department of State to (1) submit to Congress any classified State Department cables or memos that express a dissenting opinion relating to the withdrawal of the U.S. Armed Forces from Afghanistan, and (2) make publicly available unclassified versions of such cables and memos.
