Saving American History Act of 2021 This bill prohibits the use of federal funds by an elementary or secondary school to teach the 1619 Project or by a local educational agency (LEA) to support its teaching in public schools. (The 1619 Project is an initiative that addresses the beginning of slavery in the United States.) Specified federal agencies must reduce federal funds in a prorated amount to an elementary or secondary school that teaches this project or an LEA that supports its teaching in public schools. However, federal funding shall not be reduced for programs for low-income students (e.g., free or reduced-price lunch) or students with disabilities.

Iran Nuclear Treaty Act This bill requires Senate approval of certain actions with respect to Iran's nuclear program. Specifically, the bill deems any agreement reached between the President and Iran relating to Iran's nuclear program to be a treaty that is subject to the advice and consent of the Senate. Further, the bill prohibits the President from (1) limiting the application of certain sanctions, or (2) refraining to apply such sanctions pursuant to an agreement unless the agreement is subject to the advice and consent of the Senate as a treaty.

This resolution recognizes that freedom of expression and freedom of speech are sacred ideals of the United States and should be protected.

Li Wenliang Global Public Health Accountability Act of 2021 This bill authorizes the President to impose property- and visa-blocking sanctions on foreign individuals and entities involved in deliberate acts to conceal or distort information about a public health emergency of international concern, including COVID-19. Specifically, the President may impose sanctions on (1) a government official (or a senior associate of such an official) who is responsible for or complicit in deliberate acts to conceal or distort information about an international public health emergency, or who financially benefits from such acts; or (2) a foreign person or entity that has materially assisted or supported such acts.

COVID-19 Safer Detention Act of 2021 This bill expands statutory authority for federal prisoners to be released before completing their sentences or to be placed in the community to serve the final portion of their sentences. First, the bill makes changes to the early release pilot program which authorizes the Bureau of Prisons to release early and place on home confinement elderly offenders and terminally ill offenders who meet eligibility criteria. This bill expands eligibility to offenders serving time for an offense under the laws of the District of Columbia, reduces the amount of time an offender must serve by the good time credits earned by the offender, and creates a judicial review process for prisoners. Second, the bill modifies the compassionate release process which authorizes federal courts to reduce a prisoner's sentence and impose a term of probation or supervised released in certain circumstances. This bill expands eligibility to prisoners sentenced before November 1, 1987; and specifies that vulnerability to COVID-19 is a basis for compassionate release. Regarding the judicial review of these release authorities, the bill also (1) authorizes federal courts to appoint counsel to assist defendants, (2) applies statutory rights for crime victims to these proceedings, and (3) shortens the waiting period during the COVID-19 pandemic. Additionally, the bill requires the Government Accountability Office to study postrelease, probation, and pretrial services, including recent changes. Finally, the bill directs the Administrative Office of the U.S. Courts to request resources to address staffing needs in each judicial district, including resources that may be necessary as a result of this bill.

This resolution offers the condolences of the Senate regarding the death of Senator John William Warner and expresses deep appreciation for his outstanding and important service to his country.

This resolution rejects anti-Semitism and reaffirms support for Israel and Jewish communities around the world. It also condemns a boycott, divestment, and sanctions movement that advocates for economic measures against Israel or Israel-related individuals or organizations.

Strategic Acquisition and Floodplain Efficiency Reform Act or the SAFER Act This bill requires the Department of Housing and Urban Development to establish a pilot program to evaluate the cost-effectiveness and efficiency of allowing private entities to carry out pre-disaster mitigation activities, such as property acquisition and relocation, under the Community Development Block Grant Disaster Recovery program.

Palestinian International Terrorism Support Prevention Act of 2021 This bill imposes sanctions targeting Hamas, the Palestinian Islamic Jihad, and any affiliate or successor groups. The President shall periodically report to Congress a list of each foreign person or instrumentality that knowingly assists, provides significant support or services to, or is involved in a significant transaction with a senior member or supporter of any of the targeted groups. The President shall impose two or more sanctions on the named persons. Specifically, the person may be (1) denied credit and services from the Export-Import Bank, (2) barred from purchasing certain controlled defense articles, (3) denied exports of items on the U.S. Munitions List, (4) prevented from receiving exports of certain goods or technology controlled for national security reasons, (5) prohibited from receiving financing of more than $10 million from any U.S. financial institution, or (6) subject to property-blocking restrictions. The President shall periodically report to Congress a list of foreign governments that have repeatedly provided material support for the targeted groups' terrorist activities. The President shall bar these governments from receiving for one year (1) U.S. assistance, or (2) exports of controlled munitions. The Department of Treasury shall instruct U.S. leadership of international financial institutions to oppose the provision of assistance to an identified government for one year. The bill provides for certain exceptions and waivers, such as for transactions that would serve U.S. national interests. The President shall report to Congress and periodically provide briefings on other specified topics related to the targeted groups, such as where these groups secure financing and surveillance equipment.

Institutional Grants for New Infrastructure, Technology, and Education for HBCU Excellence Act or the IGNITE HBCU Excellence Act This bill establishes a grant program to support long-term improvements of historically Black colleges and universities (HBCUs) and graduate programs at HBCUs. Specifically, the bill requires the Department of Education (ED) to award grants to HBCUs to improve campus facilities. A recipient must use grant funds for certain activities, such as constructing or renovating facilities, carrying out major repairs, and strengthening the safety and security of a campus. Any new construction, modernization, or renovation projects must meet building code and energy and water conservation requirements. Further, HBCUs must seek to procure contracts from certain small businesses, including those owned and controlled by veterans and service-disabled veterans. The bill prohibits the use of grant funds for specified activities, including for the payment of routine and predictable maintenance costs, minor repairs, and utility bills. The Government Accountability Office must study the implementation of the grant program. The bill also requires ED to repay the outstanding balance of principal, interest, fees, and costs and any related reimbursements for certain capital financing loans.
