Advancing Student Services In Schools Today Act or the ASSIST Act This bill requires the Department of Health and Human Services to award grants to, among others, local educational agencies to increase the number of mental health and substance use disorder care providers in schools and school-based health centers. It also increases the federal government's share of Medicaid costs for behavioral health services furnished in those settings.

Beagle Brigade Act of 2022 This bill provides statutory authority for the National Detector Dog Training Center that is operated by the Animal and Plant Health Inspection Service of the Department of Agriculture. The center trains dogs to inspect passenger baggage, cargo, mailed packages, and vehicles to detect foreign pests and diseases that threaten domestic agriculture and natural resources.
Affordable Insulin Now Act This bill limits cost-sharing for insulin under private health insurance and the Medicare prescription drug benefit. Specifically, the bill caps cost-sharing under private health insurance for a month's supply of selected insulin products at $35 or 25% of a plan's negotiated price (after any price concessions), whichever is less, beginning in 2023. The bill caps cost-sharing under the Medicare prescription drug benefit for a month's supply of covered insulin products at (1) $35 between October 1, 2022, and January 1, 2024; and (2) $35 or 25% of a plan's negotiated price, whichever is less, beginning in 2024. The bill provides funds for FY2022 for the Centers for Medicare & Medicaid Services (CMS) to implement the bill. Currently, the CMS is testing a voluntary model under the Medicare prescription drug benefit (the Part D Senior Savings Model) in which the copayment for a month's supply of insulin is capped at $35 through participating plans. The model is set to expire on December 31, 2025.
Behavioral Health Coordination and Communication Act of 2022 This bill establishes, within the Executive Office of the President, the position of Interagency Coordinator for Behavioral Health to coordinate federal programs and activities concerning mental health and substance use disorders. Federal departments and agencies must notify the coordinator when developing or implementing policies related to behavioral health. The Government Accountability Office must report on the role and activities of the coordinator and must study issues related to behavioral health services in school settings and in the juvenile justice system.
Crisis Counseling Act This bill requires the President to immediately approve a request from a state, territory, or Indian tribe affected by a major disaster for financial assistance available through the Crisis Counseling Assistance and Training Program (CCP). Under current law, such states, territories, and tribes must apply to, and wait for approval from, the Federal Emergency Management Agency (FEMA) to implement the CCP. This bill provides for automatic approval for such requests if the requesting state, territory, or tribe has been designated a disaster area under the Robert T. Stafford Disaster Relief and Emergency Assistance Act.
Diaper Inclusion in Accounts for Parental Expense Reduction Act or the DIAPER Act This bill allows the cost of diapers as an allowable medical expense for purposes of health savings accounts (HSAs) and health flexible spending arrangements (FSAs).
Supporting Essential Workers in Retirement Act This bill excludes premium pay earned by an essential worker during a period of the COVID-19 emergency from income limits that apply to Social Security retirement benefits.
This resolution supports the designation of February 2022 as Career and Technical Education Month to celebrate career and technical education across the United States.
Transportation Equity Act This bill directs the Department of Transportation (DOT) to reestablish the Transportation Equity Committee. The committee must study, advise DOT about, and develop a strategic plan concerning transportation equity issues. The committee must also evaluate the work of DOT in connecting people to economic and related forms of opportunity; revitalizing communities through strategic, research, technological, regulatory, community engagement, and economic policy activities related to transportation and opportunity; and ensuring equal access to transportation for all residents. In addition, DOT must appoint a full-time federal employee to serve as coordinator and act as the designated federal officer for the committee.
Telecommunications Skilled Workforce Act This bill establishes measures to address the workforce needs of the telecommunications industry. Specifically, the bill requires the Federal Communications Commission to establish an interagency working group to develop recommendations for addressing these workforce needs. In addition, the bill requires the Department of Labor to establish and issue guidance on how states can address the workforce needs and safety of the telecommunications industry. In particular, the guidance must address how a state workforce development board can (1) utilize federal resources available to meet telecommunications industry workforce needs; (2) promote and improve recruitment in qualified industry-led workforce development programs, including the Telecommunications Industry Registered Apprenticeship Program; and (3) ensure the safety of tower climbers and other members of the telecommunications workforce. The Government Accountability Office must submit to Congress a report that estimates the number of skilled telecommunications workers that will be required to build and maintain (1) broadband infrastructure in rural areas, and (2) the 5G wireless infrastructure needed to support 5G wireless technology.
