Farm to Base Food Security Act This bill requires the Government Accountability Office to report on the current procurement practices of the Department of Defense (DOD) regarding food for consumption or distribution on DOD installations. Among other elements, the report must also include details on efforts by DOD to (1) establish and strengthen farm-to-base initiatives to source locally and regionally produced foods, and (2) collaborate with relevant federal agencies to procure locally and regionally produced foods.

Anti-Spoofing Penalties Modernization Act of 2021 This bill doubles the penalties for providing misleading or inaccurate caller identification information with intent to defraud, cause harm, or wrongfully obtain anything of value.

Freedom Riders Congressional Gold Medal Act This bill provides for the presentation of a Congressional Gold Medal to the Freedom Riders, in recognition of their contribution to civil rights by fighting for equality in interstate travel.

Stop Iranian Drones Act of 2021 This bill expands existing provisions requiring sanctions against individuals or entities that provide certain types of weapons to Iran. Specifically, the bill modifies the provisions by adding unmanned combat aerial vehicles to the list of weapons covered by the sanctions.

Global War on Terrorism Memorial Location Act This bill authorizes the establishment of a National Global War on Terrorism Memorial in the area of the National Mall.

Chaplains Memorial Preservation Act This bill authorizes the National Conference on Ministry to the Armed Forces (NCMAF) to update and make corrections to certain memorials in Arlington National Cemetery in Virginia. Specifically, NCMAF may update the memorial to Protestant chaplains with a granite, marble or other stone base to host the bronze plaque of the memorial; add another plaque to such base that includes the name of each chaplain who died while on active duty since the original memorial was placed; make updates and corrections to the memorials to Catholic chaplains and Jewish chaplains as needed; and make other updates as needed. Additionally, NCMAF is authorized to verify the names of chaplains with their respective military branch for memorialization in Arlington National Cemetery.

Reconnecting Communities Act This bill establishes a grant program to remove, retrofit, or otherwise address infrastructural barriers (e.g., highways, railways, or viaducts) that impede mobility and connectivity, with a particular focus on communities of color and low-income communities. Under this program, the Department of Transportation (DOT) must award three types of grants: community engagement, education, and capacity-building grants to educate and involve community members in transportation and economic development planning; planning and feasibility study grants to develop designs, conduct environmental reviews, and carry out other preliminary activities required to remove, retrofit, or mitigate an infrastructural barrier; and capital construction grants to remove, retrofit, or mitigate an infrastructure barrier. DOT must award the community engagement, education, and capacity-building grants and the planning and feasibility study grants to state, tribal, and local governments; metropolitan planning organizations; and nonprofits. An eligible entity may apply for and receive funding from more than one type of grant. DOT must award the capital construction grants to the owner of an infrastructure barrier. The owner may, if applicable, partner with other eligible entities.

Sickle Cell Disease Comprehensive Care Act This bill establishes and provides funds for a demonstration project for state Medicaid programs to improve outpatient care for individuals with sickle cell disease, with a focus on young adults and pregnant women. The Centers for Medicare & Medicaid Services must award planning grants to at least 10 states and must select between 5 and 10 states to participate in the project. Participating states must provide specified services and support for individuals with sickle cell disease, including multidisciplinary care teams, appropriate treatments, mental health services, and specialist services. The bill provides a 100% Federal Medical Assistance Percentage (i.e., federal matching rate) for services provided through the project.

Combating International Islamophobia Act This bill establishes within the Department of State the Office to Monitor and Combat Islamophobia and addresses related issues. The office shall monitor and combat acts of Islamophobia and Islamophobic incitement in foreign countries. The bill establishes the position of Special Envoy for Monitoring and Combating Islamophobia, who shall head the office. The bill also requires certain existing annual reports to Congress about human rights and religious freedom in foreign countries to include information about Islamophobia, such as information about (1) acts of physical violence or harassment of Muslim people, (2) instances of propaganda in government and nongovernment media that attempt to justify or promote hatred or incite violence against Muslim people, and (3) actions taken by a country's government to respond to such acts. The office shall coordinate and assist in preparing these portions of the reports.

This resolution expresses support for the goals and ideals of Sickle Cell Disease Awareness Month. Sickle cell disease is an inherited blood disorder than can lead to pain, anemia, infections, and stroke.
