Securing Semiconductor Supply Chains Act of 2022 This bill requires the SelectUSA program to solicit comments from state economic development organizations regarding federal efforts to increase foreign direct investment in semiconductor-related manufacturing and production. SelectUSA must then report to Congress on such comments and the strategies that SelectUSA may employ to increase such investment and to secure the U.S. semiconductor supply chain. SelectUSA is a Department of Commerce program established to coordinate federal efforts to attract and retain business investment in the United States.

Educational Choice for Children Act This bill allows individuals and corporations a new tax credit after 2022 for charitable contributions to tax-exempt organizations that provide scholarships to elementary and secondary school students. Such students must be members of a household with incomes not greater 300% of the area median gross income and be eligible to enroll in a public elementary or secondary school. The bill excludes from the gross income of taxpayer dependents any scholarship amount for the elementary or secondary education expenses of eligible students. It also prohibits governmental control over scholarship granting organizations.
South Florida Clean Coastal Waters Act of 2021 This bill addresses harmful algal blooms and hypoxia in the South Florida ecosystem. An algal bloom is a rapid growth of algae that may create toxic or hypoxic (severely low-oxygen) conditions that are harmful to humans, animals, aquatic ecosystems, and the economy. The Inter-Agency Task Force on Harmful Algal Blooms and Hypoxia must assess potential approaches to reduce harmful algal blooms and hypoxia in the ecosystem. The task force must also submit a plan, based on the assessment, for reducing, mitigating, and controlling harmful algal blooms and hypoxia in the region.
China Oil Export Prohibition Act of 2022 This bill prohibits the exportation of petroleum products to China. Petroleum product means crude oil, refined oil or a refined oil product, residual fuel oil, or any other petroleum product. The prohibition does not apply to (1) natural gas or any natural gas liquid product, or (2) petroleum products that are in transport when the prohibition takes effect (which is 10 days after the bill's enactment).
Political Bias In Algorithm Sorting Emails Act of 2022 or the Political BIAS Emails Act of 2022 This bill restricts email providers from applying filtering algorithms that label political campaign messages as spam and requires providers to publicly report on their email delivery practices.

Ryan White PrEP Availability Act This bill expands the use of Ryan White HIV/AIDS Program grants for providing medical care and services to low-income individuals with HIV/AIDS. Recipients may use the grants to provide pre-exposure prophylaxis (PrEP) and related preventive services for individuals who are at risk of contracting HIV.
Defending Domestic Orange Juice Production Act This bill requires finished pasteurized orange juice to contain at least 10% by weight of orange juice soluble solids (currently 10.5%), exclusive of the solids of any added optional sweetening ingredients.
INvestor Democracy is EXpected Act or the INDEX Act This bill establishes guidelines for passively managed funds (e.g., index funds) that vote shares on behalf of fund investors in proxy shareholder votes. Under the bill, these funds generally must vote shares on a proportional basis according to instructions from fund investors. The bill establishes an exemption for routine matters and matters requiring approval of a majority of outstanding securities. Additionally, the bill establishes a safe harbor from these requirements for investment advisers.
