COLLEGE Act

Changing Our Learning, Loans, Endowments, and Graduation Expectations Act or the COLLEGE Act This bill requires institutions of higher education (IHEs) to provide cost-match awards to enrolled students based on the size of the IHE's endowment fund, makes IHEs responsible for a percentage of the student loan balance of students who are in default, and establishes related reporting requirements.

No Taxpayer Funds for Illegal Alien Abortions Act This bill prohibits the Department of Health and Human Services or U.S. Immigration and Customs Enforcement from using federal funds to (1) pay for an abortion except if the life of the mother is endangered or the pregnancy was a result of rape or incest, or (2) require any person to perform or facilitate any abortion.

Preventing Malign Chinese Influence on Academic Institutions

Preventing Malign Chinese Influence on Academic Institutions This bill requires institutions of higher education (IHEs) to disclose information regarding gifts from and contracts with China-affiliated organizations. China-affiliated organization refers to any entity that receives support directly or indirectly from the Chinese government, including certain educational institutes or programs, think tanks, and business entities. Under current law, an IHE must disclose to the Department of Education (ED) a gift or contract from a foreign source that is valued at $250,000 or more, considered alone or in combination with all other gifts from or contracts with that foreign source in a calendar year. This bill establishes a special disclosure rule relating to China-affiliated organizations. Specifically, the bill requires an IHE to disclose a gift from or contract with a China-affiliated organization that is valued at $5,000 or more, considered alone or in combination with all other gifts from or contracts with that organization in a calendar year. Additionally, the bill requires an IHE that receives federal grants to annually file a report with ED that identifies any activities conducted pursuant to a contract or other agreement between the IHE and a China-affiliated organization, including any joint research or academic exchanges. Such a contract or other agreement must be made available on a publicly accessible website of the IHE.

A bill to require the Secretary of Energy to conduct a study and submit a report on national resource adequacy, and for other purposes.

This bill requires the Department of Energy to study the ability to meet aggregate electricity demand using supply- and demand-side resources. The study must address matters including (1) the effects of recent retirements of baseload electric generation on regional electric grids; and (2) uncertainty in future electricity demand trajectories from climate change, decarbonization, and other factors.

RECOVER Act

Raising Expectations with Child Opportunity Vouchers for Educational Recovery Act or the RECOVER Act This bill directs local educational agencies to use certain federal COVID-19 relief funds to address student learning loss by distributing direct financial assistance (i.e., Child Opportunity Scholarships) to the parent or guardian of an eligible student for certain qualified educational expenses (e.g., educational materials, tutoring, or private school tuition). Eligible student refers to a child who is a member of a household with an income that is not more than 300% of the federal poverty level.

TICKER Act

Trading and Investing with Clear Knowledge and Expectations about Risk Act or the TICKER Act This bill requires the identification of consolidated variable interest entities on securities exchanges. Specifically, the symbol used on the exchange must identify these entities as consolidated variable interest entities. (A consolidated variable interest entity is a business structure where an investor holds a controlling interest in an entity through contractual agreements rather than having a majority of voting rights.) In addition, the Securities and Exchange Commission must require brokers and dealers to warn investors in these entities that those investors may lack legal recourse with respect to these investments.

Lifting Local Communities Act

Lifting Local Communities Act This bill specifies that religious organizations are eligible to apply for and receive federal funds to provide services for social services programs (i.e., programs for low-income individuals) on the same basis as private, nonreligious organizations. Additionally, government entities may not discriminate against private organizations on the basis of religion when selecting funding recipients.
