Angel Tax Credit Act This bill allows a new business-related tax credit for 25% of equity investments of $25,000 or more in a domestic corporation or partnership that (1) has its headquarters in the United States, (2) has gross revenues for the taxable year of less than $1 million, (3) employs fewer than 25 full-time employees, (4) has been in existence for less than 7 years as of the date of the investment, (5) has more than 50% of its employees performing substantially all of their services in the United States, and (6) is engaged in a high technology trade or business. The bill limits the allowable amount of such credit to $250,000 in any taxable year and imposes an overall limitation on such credit of $500 million for each of calendar years 2023 through 2027.

This concurrent resolution commends the bravery, courage, and resolve of the women and men of Iran who are (1) participating in the current protests to defend their fundamental human rights, and (2) risking their safety to speak out against the human rights abuses committed by the Iranian regime. The resolution condemns (1) the brutal beating and death of Mahsa Amini; and (2) the violent suppression by the Iranian regime of women and men participating in the current demonstrations, including children. The resolution calls for transparent accountability for all killings of protesters by Iranian security forces. Finally, the resolution encourages continued efforts by the Biden Administration to respond to the protests, including the recent sanctioning of the Iranian morality police.

This resolution expresses that the Senate condemns Vladimir Putin's illegal war in Ukraine, his repeated rejections of the existence of a Ukrainian people and a sovereign Ukrainian state, and his weaponization of hunger; calls upon Vladimir Putin and the Russian Armed Forces to immediately cease their attacks on Ukrainian civilians; calls attention to the impending global food crisis by observing May 28, 2022, as World Hunger Day; remembers the 90th anniversary of the Ukrainian Famine (Holodomor) of 1932-1933 and extends its deepest sympathies to the victims, survivors, and families of this tragedy; condemns the systematic violations of human rights of the Ukrainian people by the Soviet Union; and supports the continuing efforts of the people of Ukraine to defend themselves against Russian aggression.

BuyAmerican.gov Act of 2021 This bill establishes requirements related to federal agencies granting waivers to Buy American laws (generally, laws that require or encourage the purchase of domestic goods in federal contracts and other activities) and addresses related issues. For example, before granting such a waiver, the agency must, with some exceptions, submit a request with certain information about the waiver to the General Services Administration, which shall make the request available for public comment for at least 15 days.

Strengthening Consumer Protections and Medical Debt Transparency Act This bill establishes a series of requirements relating to the collection of medical debt. Among other provisions, the bill restricts the circumstances under which health care entities may initiate extraordinary collection actions, requires entities to provide detailed debt statements and payment receipts to patients, and establishes a public medical debt collection database with information about medical debt collectors.

For example, the bill dedicates a percentage of the revenue generated from offshore wind leases for coastal states. Currently, this revenue is deposited in the U.S. Treasury. In addition, the bill increases the amount of revenue generated from offshore oil and gas leases that is shared with states under the Gulf of Mexico Energy Security Act. States must use the funding from the revenue for specified purposes, such as coastal restoration, conservation, or infrastructure.

Electoral Count Reform and Presidential Transition Improvement Act of 2022 This bill revises the process of casting and counting electoral votes for presidential elections. The bill also revises provisions related to the presidential transition process. The bill specifies that the choice of electors must occur in accordance with the laws of the state enacted prior to election day. Additionally, the bill identifies each state's governor (unless otherwise identified in the laws or constitution of a state in effect on election day) as responsible for submitting the certificate of ascertainment identifying the state's electors. Further, the bill provides for expedited judicial review for any action brought by an aggrieved presidential or vice-presidential candidate arising under the U.S. Constitution or U.S. laws with respect to the issuance or transmission of such a certificate. The bill revises the framework for the joint session of Congress to count electoral votes and make a formal declaration of which candidates have been elected President and Vice President. Among other changes, the bill (1) specifies that the role of the Vice President during the joint session shall be ministerial in nature, and (2) raises the objection threshold in Congress to at least one-fifth of the duly chosen and sworn members of both the House of Representatives and the Senate. The bill also revises the presidential transition process, including to (1) allow more than one candidate to receive federal transition resources under certain circumstances, and (2) require additional reporting by the General Services Administration.

This resolution recognizes the long history and positive economic effects of the Social Security programs. It also expresses the belief that the Social Security and Supplemental Security Income programs should continue to be funded through mandatory spending.

This resolution designates October 2022 as National Dyslexia Awareness Month and calls on Congress, schools, and educational agencies to recognize that dyslexia has significant educational implications that must be addressed.
