Protecting Rural Renters Act of 2022 This bill prevents the reallocation of unspent funding that states and territories received through the Emergency Rental Assistance program. This program provides funding to assist low-income households affected by the COVID-19 pandemic with covering unmet rent and utility expenses. Cities and counties with populations over 200,000 may elect to receive funding directly, while states and territories receive the funding to administer assistance in all other areas. Under current law, if a jurisdiction fails to spend a minimum portion of its funds by a statutory deadline, the Department of the Treasury must reallocate those funds among jurisdictions that spent more than a specified portion of their initial allocation. The bill prohibits Treasury from reallocating unspent funds received by states and territories and requires Treasury to return to a state or territory any funds previously reallocated.

Anti-Border Corruption Improvement Act This bill revises the waiver authority of the U.S. Customs and Border Protection (CBP) for polygraph examinations of applicants for law enforcement positions in the CBP. Any individual who receives such a waiver and holds a current background investigation may be subject to further background investigation. The CBP may administer a polygraph examination to an applicant for employment or an employee who is eligible for a waiver if information is discovered prior to the completion of a background investigation that makes necessary a final determination regarding suitability for employment or continued employment.

This resolution supports the preservation of the stepped-up basis tax rule that allows recipients of inherited assets such as land, equipment, or buildings to adjust the cost basis of the assets to reflect their fair market value. The resolution opposes any efforts to impose new taxes on family farms or small businesses and recognizes the importance of generational transfers of farm and family-owned businesses.

COVID-19 American History Project Act This bill directs the American Folklife Center at the Library of Congress to establish a history project to be known as the COVID-19 American History Project to collect and make publicly available individual stories and records of experiences during the COVID-19 pandemic in the United States. The bill includes a requirement to collect video and audio recordings of personal histories and testimonials of those who were affected by the pandemic. The Librarian of Congress may solicit and accept donations of funds and in-kind contributions to carry out the project, subject to this bill.

COI Elimination Act This bill limits U.S. contributions to the United Nations pertaining to the U.N. Independent International Commission of Inquiry on the Occupied Palestinian Territory, including East Jerusalem, and Israel. Current law imposes a cap on the annual U.S. contribution to the U.N. budget. The bill lowers that cap by 25% of the amount budgeted for the commission. The bill also states that it shall be U.S. policy to seek the abolition of the commission and combat systemic anti-Israel bias in international bodies.

This resolution rejects and opposes engaging Russia as a main intermediary for reviving any nuclear agreement with Iran. The resolution rejects and opposes any agreement that lifts sanctions on Iran and legitimizes the regime's illicit nuclear program amidst an International Atomic Energy Agency investigation into undeclared sites, facilities, and material in Iran. The resolution also reaffirms that any nuclear deal with Iran reached by the Biden administration without congressional approval or Senate ratification as a treaty is illegitimate; to take every legislative opportunity to overturn such an agreement; to restore every single sanction, restrictive measure, designation, waiver, or general license the Biden administration removes; and to limit the Biden administration's or any future administration's ability to issue waivers and licenses for Iran sanctions, designations, or restrictive measures.

This resolution expresses that the House of Representatives declares its gratitude on behalf of the people of the United States to the journalists and news staff who continue to put themselves in harm's way to report on the humanitarian crisis and ongoing war on the ground in Ukraine following Russian President Vladimir Putin's invasion of Ukraine; and honors the contributions of journalists and news staff reporting from the war in Ukraine as essential in the ongoing struggle for the rights of a free press and free speech internationally, pivotal in pushing back against false propaganda by tyrants, and crucial to informing Americans and the world of the horrors being wrought against the Ukrainian people.

This resolution condemns the terrorist attack on Congregation Beth Israel in Colleyville, Texas, on January 15, 2022. It also expresses support for the affected community, commends the actions of law enforcement and emergency responders, and reaffirms a commitment to combat hate, bigotry, anti-Semitism, and violence against Jewish Americans.

American Energy Independence from Russia Act This bill addresses U.S. energy security, the production of oil and gas, and the importation and exportation of oil and gas. Specifically, the President must submit an energy security plan that (1) evaluates U.S. crude oil, petroleum products, and natural gas imports and exports; (2) assesses the energy security risks of such imports; and (3) includes strategies to encourage increased domestic production of crude oil, petroleum products, and natural gas to offset Russian imports. The bill also approves the TransCanada Keystone Pipeline in Phillips County, Montana for the import of oil from Canada to the United States. In addition, the bill grants the Federal Energy Regulatory Commission the authority to approve or deny applications for facilities to export natural gas from the United States to foreign countries or import natural gas from foreign countries. The President and federal agencies must obtain congressional approval before (1) prohibiting or substantially delaying certain new energy mineral leases or permits on federal lands, or (2) withdrawing certain federal lands from mineral and geothermal leasing activities. The Department of the Interior must resume issuing oil and gas leases on federal lands and offshore submerged lands in the Outer Continental Shelf as specified under the bill. Finally, the bill limits the drawdown of petroleum in the Strategic Petroleum Reserve until the Department of Energy develops a plan to increase the percentage of federal lands leased for oil and gas production.
