Vote Outcome Transparency in Elections Act or the VOTE Act This bill establishes certain requirements for counting ballots in federal elections. Specifically, the bill requires the appropriate state or local election official, within one hour after the closure of a polling place on election day, to submit a report to the chief state election official. The report must document (1) the total number of voted ballots in the possession of the state or local official, and (2) the total number of voted ballots that have been tabulated for the election. Within one hour after the closure of polling places on election day, the chief state election official must (1) submit a final report to the chief executive of the state, and (2) make the final report publicly available on a government website. The bill also requires each state and local jurisdiction to ensure that voted ballots delivered by postal mail are postmarked, signed, or otherwise indicated as delivered by the U.S. Postal Service.

Modernizing Financing of Early Care and Education in America Act of 2021 This bill establishes the Bipartisan Commission on Early Childhood Education Financing to submit recommendations to Congress on how to modernize federal financing of early care and education programs to streamline and reduce duplicate funding streams.
Providing Choice for Social Security Retirees Act This bill allows an individual to claim a delayed-retirement credit for Social Security retirement benefits in a partial lump sum. Under current law, an individual's Social Security retirement benefits are increased by a two-thirds of 1% for each month in which the individual, after attaining full retirement age but prior to attaining age 70, delays claiming those benefits. The bill allows an individual who delays claiming Social Security retirement benefits to instead opt to receive a smaller percentage increase (one-half of 1%) for each applicable month, plus a one-time lump sum payable at the time of the individual's entitlement to the benefits. The amount of this lump sum shall equal the sum of the present values of one-sixth of 1% of the amount of the individual's monthly benefits for each month in the individual's life-expectancy period.
Medicare IVIG Access Enhancement Act This bill requires the Centers for Medicare & Medicaid Services to establish a five-year demonstration project to evaluate the benefits of providing Medicare coverage and payment for items and services needed for the in-home administration of intravenous immune globulin to treat chronic inflammatory demyelinating polyneuropathy or multifocal motor neuropathy. Beneficiary participation shall be voluntary.
Accountable Care in Rural America Act This bill requires the Centers for Medicare & Medicaid Services (CMS) to exclude certain components from a methodology used under the Medicare Shared Savings Program. The program enables accountable care organizations (ACOs) to receive payments for savings stemming from care coordination and management. Specifically, the bill requires the CMS to exclude an ACO's assigned Medicare fee-for-service beneficiaries from certain regional adjustments to the ACO's benchmark for savings determinations, and to otherwise ensure that an ACO is not in a less favorable financial position due to its share of assigned beneficiaries in the region.
Accessing America's Critical Minerals Act of 2021 This bill establishes deadlines to complete the environmental review of critical mineral projects on federal land and sets forth related requirements to expedite the review of such projects under the National Environmental Policy Act of 1969 (NEPA). If an environmental assessment or environmental impact statement is required for such project, then all necessary federal review and permit considerations must be completed within 18 or 24 months, respectively. However, the review may exceed the time limit if the project sponsor agrees. The lead agency of the environmental review of such project must allow a state or local government, an Indian tribe, a project sponsor, or another appropriate entity to assume certain federal responsibilities regarding the environmental review of the project upon the request of such entity. Further, the bill authorizes a lead agency to determine that the requirements of NEPA have been satisfied if a state or federal agency acting under state or federal law has addressed specified factors, such as the environmental impact of the action to be conducted under the permit. If the lead agency does not make such a determination, then the agency must enter into an agreement with the project sponsor to set time limits for each part of the permitting process.
Increasing Access to Safe Child Care Facilities Act of 2021 This bill expands the temporary child care stabilization grant program to permit states to award subgrants to child care providers for modifications, renovations, upgrades, maintenance, or repairs that increase the capacity of those providers.
Hamas International Financing Prevention Act This bill imposes sanctions targeting Hamas, the Palestinian Islamic Jihad, and any affiliate or successor groups. The President shall periodically report to Congress a list of each foreign person or instrumentality that knowingly assists, provides significant support or services to, or is involved in a significant transaction with a senior member or supporter of any of the targeted groups. The President shall impose two or more sanctions on the named persons. Specifically, the person may be (1) denied credit and services from the Export-Import Bank, (2) barred from purchasing certain controlled defense articles, (3) denied exports of items on the U.S. Munitions List, (4) prevented from receiving exports of certain goods or technology controlled for national security reasons, (5) prohibited from receiving financing of more than $10 million from any U.S. financial institution, or (6) subject to property-blocking restrictions. The President shall periodically report to Congress a list of foreign governments that have repeatedly provided material support for the targeted groups' terrorist activities. The President shall bar these governments from receiving for one year (1) U.S. assistance, or (2) exports of controlled munitions. The Department of Treasury shall instruct U.S. leadership of international financial institutions to oppose the provision of assistance to an identified government for one year. The bill provides for certain exceptions and waivers, such as for transactions that would serve U.S. national interests. The President shall report to Congress and periodically provide briefings on other specified topics related to the targeted groups, such as where these groups secure financing and surveillance equipment.
Patient Access to Urgent-Use Pharmacy Compounding Act of 2021 This bill relaxes certain requirements for compounding drugs that are facing shortages. Drug compounding is the process of mixing or otherwise altering drugs to create a medication. Currently, the Food and Drug Administration (FDA) allows for drug compounding subject to certain requirements. Generally a licensed pharmacist or physician not registered with the FDA may only compound drugs in limited quantities for prescriptions for a specific individual patient. On the other hand, an FDA-registered outsourcing facility may compound drugs in bulk for use in medical facilities but is subject to additional requirements. This bill allows a compounder not registered with the FDA to compound drugs in limited quantities for urgent medical need not involving a specific patient if, among other things, (1) the prescriber certifies that they are unable to obtain, despite reasonable attempts, certain related drugs with the same active ingredient and route of administration; (2) the compounded drug meets certain labeling requirements, including an indication that the compounded drug is provided only for urgent administration to a patient; and (3) the compounder requests and maintains certain records about patients receiving the compounded drug. Furthermore, a restriction against an unregistered compounder regularly compounding (or compounding inordinate amounts of) what is essentially a copy of a commercially available drug shall not apply if the drug is on a shortage list maintained by the FDA or the American Society of Hospital Pharmacists.
Targeting Child Care Funds Based on Poverty Act of 2021 This bill allocates certain funding for child care to states based on the state's share of children in poverty who are under 13 years of age.
