Momnibus Act

Maddy summaryThe Momnibus Act is a comprehensive legislative bill designed to improve maternal health outcomes across the United States by addressing social determinants of health, expanding access to care, and reducing disparities among pregnant and postpartum individuals. The bill establishes a federal task force to coordinate efforts between agencies and stakeholders to eliminate preventable maternal mortality and severe morbidity, while providing sustained funding to community-based organizations to address nonclinical factors like housing, nutrition, and transportation. Key provisions include extending WIC eligibility to 24 months postpartum, creating grants to grow and diversify the perinatal workforce, implementing respectful maternity care training for all healthcare employees, and establishing compliance programs to track and address bias in maternity care settings. The legislation also includes specific measures for incarcerated mothers, veterans, and vulnerable populations affected by climate change, alongside funding for maternal mental health services and technology-enabled care models to expand access in underserved areas.

Rehabilitation Through Reading Act of 2026

Maddy summaryThis bill, the Rehabilitation Through Reading Act of 2026, establishes new procedures for managing book availability in federal prisons, directly affecting incarcerated individuals and the Bureau of Prisons. It mandates the creation of a Publication Review Committee, comprising members such as an incarcerated individual and a First Amendment expert, to approve or disapprove books. The Director of the Bureau of Prisons must submit requests to this committee to prohibit a book, and the committee cannot ban books based on disfavored viewpoints or content. Incarcerated individuals can appeal book prohibitions, with books remaining available during the appeal process. The bill also requires annual reports to Congress detailing all prohibited books and the outcomes of appeals.

Preparing Superfund for Climate Change Act of 2026

Maddy summaryThis bill, titled the "Preparing Superfund for Climate Change Act of 2026," amends the federal Superfund law, which governs the cleanup of hazardous waste sites. It requires the Environmental Protection Agency (EPA) to consider the potential threats from local natural disasters and extreme weather, including how climate change might exacerbate them, when selecting cleanup plans for hazardous waste sites. Additionally, the bill mandates that during the required five-year reviews of ongoing cleanups, the EPA must assess whether the chosen cleanup actions remain protective, taking these same climate-related hazards into account. This aims to ensure that Superfund cleanups are designed and maintained to withstand projected climate change impacts, affecting communities near these sites and the EPA's cleanup processes.

The bill includes provisions to simplify enrollment, such as automatic enrollment and self-attestation, and prohibits service disconnections for participating households. Additionally, it revises federal State Revolving Loan Fund programs for water infrastructure, requiring states to increase transparency, public engagement, and prioritize assistance for disadvantaged communities.
