Medical Debt Relief Act of 2021 This bill modifies requirements related to the reporting of medical debt. Specifically, a consumer reporting agency is prohibited from adding medical debt information to a consumer credit report if the debt was fully paid or settled, or is less than a year old. Additionally, a debt collector must notify the consumer prior to reporting medical debt to a consumer reporting agency.

Spotlight Act This bill renders null and void final Internal Revenue Service (IRS) regulations published on May 28, 2020, relating to the reporting requirements of tax-exempt organizations. The bill requires tax-exempt organizations that fall under sections 501(c)(4), 501(c)(5), and 501(c)(6) of the Internal Revenue Code (e.g., social welfare organizations, labor organizations, business leagues) to disclose the names and addresses of all substantial contributors (persons who contribute more than $5,000 per year to such organizations) on their information returns. The bill also eliminates the authority of the IRS to provide exceptions to the disclosure requirements for tax-exempt organizations. This provision does not apply to determinations made by the IRS before July 16, 2018.

Pandemic Emergency Manufacturing Act of 2021 This bill establishes within the Department of Health and Human Services (HHS) an Emergency Office of Manufacturing for Public Health to manufacture and distribute medical products to address COVID-19 (i.e., coronavirus disease 2019) or medical products that are on shortage or vulnerable to shortage. The office must (1) obtain the rights to manufacture the applicable medicines, ingredients, diagnostic tests, medical devices, personal protective equipment, and supplies; (2) manufacture or contract to manufacture such items; and (3) construct, or enter into construction contracts for, facilities to manufacture certain medicines, such as vaccines. HHS may issue involuntary licenses allowing the office to make, use, sell, import, or export an invention related to an applicable drug, biological product, or device and to use clinical trial data and confidential information. Such a license must provide the rights holder with reasonable compensation. The office must (1) provide such COVID-19 products at no cost to federal, state, local, and other health programs and certain domestic health care providers and suppliers; (2) offer COVID-19 products at cost to other commercial and international entities; and (3) offer other medical products to entities at a fair price, based on cost and other considerations. The office shall prioritize the manufacture of certain COVID-19 products and meet manufacturing timelines specified in the bill.

This resolution recognizes the service of Certified Registered Nurse Anesthetists (CRNAs) and encourages participation in National CRNA Week.

CARES Windfall for the Wealthiest Repeal Act This bill restores and makes permanent the limitation on excess businesses losses of noncorporate taxpayers. It also allows taxpayers a carryback of their net operating losses arising in 2019 and 2020.

Stop Subsidizing Multimillion Dollar Corporate Bonuses Act This bill extends the $1 million limit on the deductibility of executive compensation to all employees of publicly traded corporations.

Electric Vehicle Charging Helps Access to Renewable Green Energy Act of 2021 or the EV CHARGE Act of 2021 This bill reinstates and extends through 2026, the 30% tax credit for the cost of alternative fuel vehicle refueling property. The bill allows an additional 20% credit for excess costs attributable to refueling property that is intended for general public use or for use exclusively by fleets of commercial or government vehicles.

USPS Fairness Act This bill repeals the requirement that the U.S. Postal Service annually prepay future retirement health benefits.

Anti-Racism in Public Health Act of 2021 This bill establishes within the Centers for Disease Control and Prevention (CDC) a National Center on Antiracism and Health and a law enforcement violence prevention program. Among other activities, the new center must declare racism a public health crisis, collect and analyze data, and administer research and grant programs to address racism and its impact on health and well-being. Additionally, the bill specifically directs the CDC's National Center for Injury Prevention and Control, in coordination with the Department of Justice and other relevant stakeholders, to carry out the law enforcement violence prevention program by conducting research and supporting other activities pertaining to law enforcement violence and public health.

Public Health Emergency Privacy Act This bill imposes privacy, confidentiality, and security requirements on the use and disclosure of COVID-19 (i.e., coronavirus disease 2019) emergency health data. This is data that is linked to an individual or device, such as test results. The requirements apply to organizations that collect, use, or disclose emergency health data electronically or that manage websites or applications for contact tracing and other COVID-19 response activities. These organizations must provide notice of privacy and other policies. They must also ensure the accuracy of, prevent discrimination based on, and limit disclosure of the data. If an organization collects data from at least 100,000 individuals, it must publicly report additional information about how it uses and discloses the data. Furthermore, the bill prohibits the use of emergency health data for commercial advertising or in ways that restrict access to opportunities, services, and other accommodations. It also prohibits government entities and organizations from using this data to infringe on the right to vote. The Department of Health and Human Services must report on the civil rights impact of the collection, use, and disclosure of health data. The bill provides for enforcement by the Federal Trade Commission, states, and a private right of action. It further specifies that certain dispute resolution mechanisms, such as arbitration, are unenforceable with respect to disputes arising under the bill.
