Utility System Rate Base Values; Establishes alternative procedure by which PSC may establish rate base value for certain acquired utility systems; requires that approved rate base value be reflected in acquiring utility's next general rate case for ratemaking purposes; establishes procedure for appraisal of acquired utility system; provides contents required for petition to PSC for approval of rate base value of acquired utility system; provides duties of PSC regarding petitions; authorizes PSC to set rates for & classify certain acquired utility systems; requires PSC to take certain factors into consideration for certain rate base value petitions; requires PSC to adopt rules.

Registrations and Transfers of Heating, Ventilation, and Air-Conditioning System Manufacturer Warranties; Requires manufacturer warranty for HVAC system to run with property; provides that warrantor continues to be obligated under terms of manufacturer warranty agreement for warranty transferred to new owner & may not charge transfer fee; provides that transfer of warranty to new owner does not extend warranty; provides warranty is deemed registered if contractor meets certain requirements.

Specialty Contractors; Revises date on which local government licensing of certain occupations expires; requires Construction Industry Licensing Board to establish certified specialty contractor categories for voluntary licensure; prohibits local governments from imposing new licensing requirements for specialty contractors; authorizes critical state concern county to offer license for certain job scopes; prohibits local government from requiring license as prerequisite to submit bid for public works projects.

Building Construction; Prohibiting local enforcing agencies from making or requiring substantive changes to plans or specifications after a permit has been issued; providing that a plans examiner, inspector, or building code administrator is subject to disciplinary action under certain circumstances; requiring local fire officials to provide certain information to a permit applicant if building plans do not comply with the Florida Fire Prevention Code or the Life Safety Code; prohibiting a municipality, county, or special district from making or requiring substantive changes to building plans after a permit has been issued, etc.
