Juvenile Justice; Authorizing the Governor to award a Medal of Heroism to juvenile detention and juvenile probation officers; authorizing certain entities to establish an award program to award a Medal of Valor to a juvenile detention officer or probation officer in certain circumstances; revising the definition of the term “officer” to include juvenile detention and juvenile probation officers; requiring the Department of Juvenile Justice to review county juvenile detention payments for a certain purpose, etc.

Dangerous Crimes; Citing this act as “Missy’s Law”; requiring a court to remand to custody immediately a person who pleads guilty or nolo contendere to, or is found guilty of, a dangerous crime; requiring such person to remain in custody pending sentencing without the possibility of release on bond, etc.

Public Records/Public Employees Relations Commission; Providing an exemption from public records requirements for a showing of interest signed by the employees or the group of employees who no longer desire to be represented by a certified bargaining agent; providing for future legislative review and repeal of the exemption; providing for the reversion of specified statutory text under certain conditions; providing statements of public necessity, etc.

Registration and Protection of Trademarks; Referring to this act as the "Technical Trademark Amendments Act of 2026"; requiring the Department of State to annually adopt the United States Patent and Trademark Office’s system of classification of goods and services that is in effect by a specified date; requiring the department, by a certain date, to establish and maintain a secure online registration system for a specific purpose; requiring that every paper application, rather than every application, be accompanied by a specified number of specimens or facsimiles showing the mark as actually used, etc.

Relief of Darline Angervil and J.R. by the South Broward Hospital District; Providing for the relief of Darline Angervil and J.R., a minor, by the South Broward Hospital District; providing an appropriation to compensate Darline Angervil, individually and as parent and natural legal guardian of J.R., and J.R. for injuries and damages sustained as a result of negligence of the South Broward Hospital District; providing a limitation on compensation and the payment of attorney fees, etc. CLAIM: $6,100,000

Entities that Boycott Israel; Requiring the public fund to make its best efforts to identify certain institutions, organizations, agencies, governments, and other entities in which the public fund has direct or indirect holdings; requiring the public fund to compile and make available the Scrutinized Companies or Other Entities that Boycott Israel List; requiring the Department of Management Services to work with the public fund to determine the companies or other entities with which the state contracts or has grant agreements; requiring applicants to sign a certification form attesting that they comply with specified antidiscrimination laws and will not engage in antisemitic discrimination or antisemitic speech in conjunction with the program or project for which their grant is awarded, etc.

Mental Health; Citing this act as the “Tristin Murphy Act”; expanding the programs and diversion initiatives supported by implementation or expansion grants to include training for 911 public safety telecommunicators and emergency medical technicians for certain purposes and to include veterans treatment court programs; encouraging communities to apply for specified grants to establish misdemeanor or ordinance violation mental health diversion programs; encouraging communities to apply for specified grants to establish pretrial felony mental health diversion programs; expanding eligibility for the Forensic Hospital Diversion Pilot Program to include Hillsborough County, etc. APPROPRIATION: $794,880

Health Facilities; Revising the definition of the term “health facility” to include other entities and associations organized not for profit; revising the powers of health facilities authorities to include the power to issue certain loans and execute related loan agreements; specifying requirements for projects financed by loan agreements issued by a health facilities authority; authorizing, rather than requiring, a hospital to perform a confirmation test under certain circumstances, etc.

Exploitation of Vulnerable Adults; Authorizing the use of substitute service on unascertainable respondents; requiring the court to enter an order providing for specified service when a petitioner files the sworn affidavit; requiring that any proposed transfer of funds or property in dispute be held for a specified time period, etc.

Capital Human Trafficking of Vulnerable Persons for Sexual Exploitation; Specifying that a defendant’s memorialized confession or admission in cases of capital human trafficking of vulnerable persons for sexual exploitation is admissible during trial under specified circumstances; requiring that an offender who is convicted of committing capital human trafficking of vulnerable persons for sexual exploitation be designated as a sexual predator; prohibiting a person 18 years of age or older from knowingly initiating, organizing, planning, financing, directing, managing, or supervising a venture that has subjected a child younger than 12 years of age, or a person who is mentally defective or mentally incapacitated, to human trafficking for sexual exploitation, etc.
