Administrative Efficiency in Public Schools; Exempting district school boards from requirements for adopting certain rules; deleting a requirement for a district school board to employ an internal auditor in certain circumstances; revising requirements relating to district school board attendance policies for Voluntary Prekindergarten Education Programs; prohibiting a school from being required to use a certain parameter as the sole determining factor to recruit instructional personnel; specifying requirements for advanced degrees that may be used to set salary schedules for instructional personnel and school administrators hired after a specified date; revising eligibility requirements for individuals to participate in the Teacher Apprenticeship Program, etc.

Relief of Marcus Button by the Pasco County School Board; Providing for the relief of Marcus Button by the Pasco County School Board; providing an appropriation to compensate Marcus Button for harms and losses he sustained as a result of the negligence of an employee of the Pasco County School Board; providing an appropriation to Robin Button, as the surviving parent and natural guardian of Marcus Button, for harms and losses sustained as a result of the injury to her child, Marcus Button; providing a limitation on the payment of compensation and attorney fees, etc. CLAIM: $1,200,000

Florida State University Election Law Center; Creating the center within the Florida State University College of Law; defining the term “election law”; authorizing the center to provide assistance to the Legislature and other governmental entities; providing mechanisms for the funding of the center, etc.

Electrocardiograms for Student Athletes; Citing this act as the “Second Chance Act”; authorizing certain out-of-state licensed practitioners to conduct medical evaluations; requiring certain electrocardiograms to be administered in accordance with specified standards; requiring certain students to complete at least one electrocardiogram screening to participate in interscholastic athletic competition beginning in a specified school year; requiring the Florida High School Athletic Association to adopt bylaws and policies prohibiting students with abnormal electrocardiograms from participating in interscholastic athletic competition until a written medical clearance is submitted to the school, etc.

Mental Health; Citing this act as the “Tristin Murphy Act”; expanding the programs and diversion initiatives supported by implementation or expansion grants to include training for 911 public safety telecommunicators and emergency medical technicians for certain purposes and to include veterans treatment court programs; encouraging communities to apply for specified grants to establish misdemeanor or ordinance violation mental health diversion programs; encouraging communities to apply for specified grants to establish pretrial felony mental health diversion programs; expanding eligibility for the Forensic Hospital Diversion Pilot Program to include Hillsborough County, etc. APPROPRIATION: $794,880

Juvenile Justice; Providing for appointment of counsel in certain circumstances; providing for payment of counsel; revising provisions for a child’s punishment for contempt of court; revising provisions related to case staffing and to services and treatment related to a family in need of services; authorizing that a child be taken into custody pursuant to a finding of contempt; providing for early truancy intervention; providing for additional services to be ordered if a student is found to be a truant status offender; specifying when a guardian ad litem may be appointed, etc.

Pharmacist Selection and Reimbursement; Authorizing health plan members and covered individuals under the state group insurance program plans and health maintenance organizations, Medicaid recipients under the Medicaid managed care plans and Medicaid providers, Medicaid managed care enrollees under eligible plans contracted with the Agency for Health Care Administration for the Medicaid program, insureds and covered individuals under individual health insurance policies, insureds and covered individuals under group, blanket, and franchise health insurance policies, and subscribers and covered individuals under health maintenance contracts, respectively, to select in-network pharmacists for services under certain circumstances, etc.
